Champion Concept: Fenir, Child of the Fae

(P) - Fenir gains a bonus 1% max health magic damage on auto attacks per .3% attack speed, and a bonus 1% current health true damage on spells per 100 Movement Speed.

(Q) - 1st Cast: Fenir fires a grappling hook to the target, dealing magic damage and snaring the target on hit. 2nd Cast: Fenir reels in the grappling hook, pulling herself to the target and the target to herself (meeting halfway), dealing true damage, knocking up the enemy on hit, and applies a brief slow.

(W) - [Passive] Every 3rd Autoattack deals % max health magic damage. Every 3rd successive ability cast on an enemy champion deals % current health true damage. Stacks with passive. [Active] Fenir dashes a short distance and gains a brief movement speed buff.

(E) - Fenir fires a ball of spirit energy that bounces back and forth up to seven times, dealing increasing magic damage and stealing 2% of the enemy's armor and magic resist for each successive bounce.

(R) - [Self Cast] - Fenir heals herself for 10%max health+1%per x AP. Enemies within x radius will take magic damage equal to 25%+.5%per x AP of the amount healed and be knocked up. [Ally Cast] - Gains 10% Attack Speed, Movement Speed, Cooldown Reduction, Attack Damage, Ability Power, Armor, Magic Resist, and Health for 10 seconds. [Enemy Cast] - Reduces Attack Speed, Movement Speed, Cooldown Reduction, Attack Damage, Ability Power, Armor, Magic Resist, and Health by 5% for 5 seconds.

Name and stuff can be changed, but it'd be interesting to have a melee champion with a kit like this. It just fits on a champion like Lulu (someone brought into the glade by a fae spirit).

You should look at lol wiki and judge what base stats and scalings you could put in to not make the character Overpowered or UnderPowered.

If you intend to make Fenir a tank you can look at Braum's or Malphite's or Sion's base stats and scalings and match it closely. "Do I want Fenir to be tankier than Braum but not as tanky as Sion" Meet the halfway point. You pretty much have to consider every number and mechanic you put in to follow your idea of what Fenir should play like. Also costs, CD, ability range are important.

I can't really judge it any other way other than that.
