From what I've seen downvote trolls are an actual problem on the concept and creation boards. I saw someone's post on the wharf rat/razorfin and I upvoted it to a 2 and the next day it was down to a -2. Meanwhile the concepts that don't seem to take actual work such as a stick figure Kha' Zix (which I admit I found amusing) get upvoted to the heavens.

I don't think you get it. There are people that work hard at something and they do their best to explain their concept and it ends up being down voted while "concepts" that require minimal to no effort (such as a stick figure Kha' Zix) get upvoted. What is happening is the people who work hard on their concepts are being punished for expressing themselves creatively while the people who are just screwing around are getting rewarded. It's almost like telling that one kid in class that they're stupid and no good for studying and working hard whilst giving praise and applauding the class clown. Don't get me wrong. I also become amused with these "class clown" concepts that do pop up, but why upvote them and not the concepts that actually do involve effort. If you do not like a concept and decide to down vote at least give the person your personal critique so that way they can try to improve themselves instead of leaving them thinking they're no good at something they're passionate about.
