[Champion Suggestion] Everdeen, the speedster (with song)

Name: Everdeen, the speedster

Role: Assassin/ad/support

Lane: mid/supp

Range: 200; melee champion

Movement: 340

Mana: no cost champion

Passive: lightning fast.

after 2 seconds in combat, every hit or ability Everdeen does, gives her an extra 5% movement speed, stacking up to 5 times and last for 6 seconds (every hit renews the time counter). the movement speed decays over time ater the effect (witch means the cool down has already started).

20/15/10s cool down for every skill point allocated in the ultimate ability.

Q: lightning strike (self cast; 9/8/7/6/5 second cooldown):

Everdeen's next 3 attacks are empowered and have chain lightning effect.

the speedster: her next 6 attacks are empowered instead of only 3 and she gains 35% attack speed.

W: electrify: (range: 600; target cast; 11/10/9/8/7 second cooldown)

Everdeen channels for 0.4s then casts a lightning to the target, damaging them for 30/40/50/60/70 physical damage (+35% ap) (+20% ad) rooting them and anyone that is getting hit in between for 1.5s.

the speedster: Everdeen can cast this ability twice with no cool down and if the second cast kills an enemy champion, it can be casted a third time. this ability must be recasted within 1s or it's lost. each champion can be rooted only once while the speedster is active.

E: speed of light (450 range; 12/11/10/9/8 second cooldown)

Everdeen blinks behind the enemy target and deals 25/35/45/55/65 physical damage (+40% ad).

the speedster: when e is casted, it has the effect of master yi's q pretty much but faster and on only 2 extra enemies that take half the damage of the ability. after that cast, everdeen can recast this ability to any target, friend or foe (or ward). if it is an enemy, it deals 65% of the original damage.

R: the speedster (70/60/50 second cooldown)

Everdeen gains 20% of decaying movement speed and her next ability is getting an extra effect.

if everdeen kills her target with an empowered ability, the cool down of her ult is halven.

Lore: Everdeen was a scientist in piltover. One of the experiments she was conducting went terribly wrong, exploding everything and almost killing her. She managed to survive and now has extra powers that can turn her body into electricity. She now lives in Zaun.

Hunger Games and Sentinels both want their cut on this one. :P

From a balance standpoint, this is frustrating, but not necessarily op. You definitely captured the essence of a speedster - someone who doesn't really hit hard, but instead takes someone out in a "death by 1000 cuts" manner and its extremely difficult to break away from.

That relative inability to actually peel her is what makes her frustrating. The relative inability to fight her way out of a multiple vs one situation is the thing keeping her in check.

My only suggestion, since this champion definitely doesn't need someone to sit still for a full 3s when she's easily capable of running circles around almost anyone in game that isn't also built for speed is to nerf the root duration to somewhere between 1 to 1.5s.
