Champion Select Change: Allow champion trades at any time

Instead of waiting until after every champion is picked please make it so we are allowed to trade champions during any time of champion select. Making us wait until the end adds nothing except the opportunity for someone to forget to trade. Allowing us to trade at any time is just a quality of life change with no down sides.
