Its not free, its a reward for players who get gold or higher (top 1/3 of the players who play ranked.) Second, the victorious skin line has always been a champion who had a huge influence on the meta. Maokai was barely ever played on the competitive scene and was barely played on the ranked ladder as well. I agree with Riot's choice to go with a top laner but Maokai was a horrible choice. There are so many other top laners that they could have chosen that would have made much more sense. Yes League is a free game but we are Riot's customers and we have a right to complain about something if we don't feel like its up to our standards. That's what makes this game better, not worse. Player feedback is essential for Riot to continuously improve the game.

and mao was the supreme tank top laner for season and half in pro play and picked nearly every game until they nerfed his Q and his passive

That's like saying your high school diploma was free or that state championship in a sport that you got was free. There are other costs besides money. People devote hard work and time into getting end of season rewards. Time is money and therefore the skin isn't free.

The point people are trying to make is Maokai isn't dominate NOW. If would have made sense to make him the season 5 victorious skin since he was so dominant then but the guy has been completely absent in season 6. It would have been like giving Aatrox or Yorick the victorious skin.

High school diploma might have been a poor example but I stand by my analogy for getting a state championship in a sport. Another example would be an award you got for scholastic achievement or something similar. Awards don't have a cost to them but calling them free is kind of an ass move because people put in a lot of effort to get said awards.
