I think the current one represents my view of Vel'Koz's appearance better while the new one just looks cooler by pose, angle, etc
I don't know, it looks too much like nautilus's armour and I think pink is more iconic to Vel than purple/blue.

Nah. Too busy for a classic art. It does look good, but doesn't really fit League's look (kind of like all of the chinese arts, but actually good looking).
I think it's overly artistic. Splash arts should be simple enough so you can quickly recognize them on the mini map
When I first saw Vel's current splash, I thought he was a snake-like creature with the way his left arm was.

Splash art should provide clear, clear imagery of the champion, without a ton of special effects or stuff in the way. So people get a clean idea of who they are playing with and against. Also so it is easy to see "Ah that is what they look like."

Every time I see Vel'Koz's original splash art I just think of this one support Vel'Koz meme
When I first saw the animation I was so disappointed that that pose didn't end up as the splash art
I mean if riot decided to give him a rework despite never having nerfs or buffs, this should be EZ
