Than new ones. I've played League for a year, and can't build a level 3 rune page because I'm too busy buying champions with my ip, I think many new players can agree and I think runes should effectively be unlimited and free, and remove all tiers below 3
Purchase two rune pages (one AD, one AP) for cheap (since Riot reduced the prices of all the runes in them by half permanently), then buy champions.
I had two full pages for T3 runes as soon as I hit level 20 when I started playing with plenty of IP for champions left over, and this was when they were full price.
spend money on champs and IP on runes. Now you are supporting riot and making your self more viable at the same time

Runes are, sadly, designed to be an IP sink to encourage champions purchase. Cutting into that is something I suspect Riot is unlikely to do, especially since it would have to refund runes, putting literally millions of IP back into the system.
I would be ENTIRELY in board with making tier 2 runes both the default available at all levels (from level 1-20), and making them free. That way runes are still something you'd want to purchase at some point, but you can function just fine on a slightly weaker page if you'd rather buy champions.
