New Champion: Rennos, Zauns Nightmare

Lore: In the horrors of Zaun lay many beats to be feared, however, no one is as feared as the Nightmare Rennos. When Zaun and piltover were still at peace and one faction, many people got along, a person who was bewildered by this "peace" was Rennos and he wasn't alone, many people from Zaun decided that they were being treated unfairly and soon there was a civil war between Piltover and the opposing side led by Rennos, soon the fight got so bad that piltover took matters into their own hands, When Rennos was at his home he was apprehended by a handful of assassins. He was brought back to the leaders of Piltover and tortured, day by day, week, by week, and even month by month. They tried to get information out of him to make him tell them where the rest of the "criminals" as they put it lye. Soon they took a more extreme measure, cutting off limbs and attaching mechanicals, poisoning him, but never killing him. Eventually, the rebels called themselves "Zaun" and a part of piltover belonged to them. Rennos was then taken to such an extreme pain, so bad and so horrifying, that he barely looked human. He was kept in isolation for ages, getting older with just scrapes for food and mud for water. however when a raid by a younger jinx happened, Rennos found the strength to free himself from his shackles, almost fully robotic now, Rennos returned to what was now Zaun horrified about how it looked he hated it, its looks, its people, when noticed by a few young Zaun children Rennos looked curiously before killing them both. Now Rennos lurks in the city of Zaun, killing those who destroyed his vision of what Zaun could've been.

Role: Pure tank with great team fight potential and boatloads of armor Preferably a top laner but can also go support

Base stats:

Base HP: 640(+70 with every level) Attack Damage: 645(+5 per level) Health Regen: 7(+0.33 per level) Armor: 45(+4 per level) Attack speed: NaN(+ 1.4 per level) Magic resist: 55(+2 per level) Movement speed: 280

Abilities:

Passive: Unyielding will

Rennos gains bonus armor whenever an enemy minion, monster or champion dies(+3 armor per minion)(+20 armor per kill or assist)

Q: Rusty Blades

pt. 1Rennos throws out a razor from each arm that returns to him when it's traveling away from him it does bonus attack damage scaling with 60% of your current armor.

pt.2 Rennos can recall the blades to him after 0.5 seconds and any enemy unit caught by this will immediately get rooted for 1 second, it deals bonus damage for every 10 units further away you are from the blades scaling with (40% of your current armor and +5% of your amor for every 10 untits away from the blades you are) TLDR; the further away from the blades you are the more damage they do when you recall them.

W: Just a scratch

Rennos gains +40% armor and magic resist for 4 seconds scaling with 70% of your current armor. However Rennos gets slowed for the duration.

E: Propel

Rennos boosts himself backward 70 units over the duration of 0.5 seconds.

R: FIGHT BACK

Rennos slams the ground with all his might, knocking up any enemy in the area for 1 second followed by a slow for 2 seconds, this ability scales with 110% of your current armor.

I don't think you understand measurements in League. 70 units is smaller than Karthus Q, and Karthus E is about 425 units. His scalings would end up being: 113 +340(100 minions + 2 kills or supports) + 40% for 634 armor without ANY items and TERRIBLE cs. Add in 325 with items for 1,089 Armor. 91% reduction. Q will deal 653 + 1306 return damage(Karthus E distance traveled). + 1197 damage on R. Just seems crazy for full AR build. Not to mention Thornmail dealing 125+ damage per hit. Possible to reach 113 +(600[200m] + 200[10 kill and 10 assist]) + 385 +40% = 1,817 Armor. 94% damage reduction. Even -35%(Last Whisper) = 1,220 for 92% reduction. Or adding in Black Cleaver(-24%) = 927 for 90% reduction.

MAYBE you could keep 1 armor per minion killed, and change it to 5 per champion/assist. Because honestly right now you're best off just building full MR and taking no damage. Cloth armor is 15 armor for 300g. You're getting 60 additional gold value per minion right now(360 per wave), and about 400g worth on assist or kill.
