Nocturne Rework Idea

Dear @Riot

I love Nocturne as a champion, but like many others who fail to fit into the modern League of Legends, built to exist in the early stages of the game, he needs a solid rework. My proposal is built on my idea of the champion's theme as an assassin, a nightmare who takes full advantage of the fear of those around him, and as to be viable in League of Legends with a suited role for his team.

(I do not do artwork, so I will be describing things as well as I can. If you care to draw what I'm attempting to describe, that would be helpful!) (I will not include any scaling, as I cannot balance a champion, that is Riot's job teehee)

Passive Change: Feast on Fear: Nocturne gains (x) movement speed when moving towards feared units. When nocturne auto attacks a target who has recently been feared by himself or an ally he heals for (x) amount and deals (x) bonus damage. (Scaling could be similar to the current heal and bonus ad ratios)

Reasoning: This will take away from nocturne's jungle clear significantly, and to compensate, I propose he could be helped to clear in some other manner, like maybe his old passive could replace his w's passive. Or perhaps people will just rush item 3077 . This change fits very well into the theme of fear, and gives Nocturne the unique ability to help himself capitalize on his teammate's fears given the right team composition.

Q Change: Duskbringer: Nocturne dashes in a swiveling motion (much like Diana 's Q, but twice) for (450-650) range and deals (x) amount of damage to enemies it passes through, and (x) to enemies in a cone. The dash doesn't have to be used to the full extent of its range (like some other champion's dashes or like Fizz 's R). Enemies struck in the cone receive a stack of Umbra, which lasts (x) seconds. This ability can dodge skillshots during the cast. W can be cast during the animation. For each enemy struck within the cone of Duskbringer, the cooldown is reduced by 1 second.

Reasoning: Nocturne's gameplay, especially early, suffers from the lack of mobility heavily. Though giving him mobility with the kind of ult he has can seem overpowered, it is dealt with by reducing the length of the Q significantly, and changes how Nocturne likes to gank pre-6. Instead of running in with q and latching the e onto an enemy and hoping they do not flash away in time, Nocturne will likely dash in to apply Umbra and set off a fear quickly.

W Change: Shroud of Darkness: PASSIVE REMOVED Nocturne grants himself a spell shield which blocks the next incoming spell. Successfully negating a spell applies a stack of Umbra to the enemy who casted the spell, refunds the mana cost of the ability, and grants Nocturne 20% attack speed for 5 seconds. For each Feast of Fear proc, the cooldown of this abilility is reduced by 1 second.

Reasoning: The passive is icing on the cake for nocturne to keep, if this amount of ability buffs were given. Perhaps he could use his old primary passive to help clear jungle here on the W, but it feels unnecessary. The mana refund is mostly quality of life, like Sivir 's W. It would just be nice and slightly help the mana issues he currently can deal with. Applying Umbra is a good tool for nocturne to outplay/counterplay an enemy as well.

E Change: Night Terror: Nocturne uses the Umbra stacks applied to enemies to invite his foe's worst fears out, causing enemies within (x) range with stacks to be feared for (x) seconds and deal (x) amount of damage instantly. (Works like Sejuani 's E)

Reasoning: Nocturne lacks reliable cc. As a Jungler, you need at least one, and most other assassins have one or two. It would also make his early ganks so much stronger and give him potential to be a useful ganker before level 6.

R Change: Paranoia: The same except Nocturne can cast all of his other abilities while Paranoia is in flight. If Nocturne casts Q while in Paranoia, the ability does not dash. It instead swipes with a larger cone. (Cast time may increase skill cap, as to not miss your target by mistiming Q.) If Nocturne casts E while in Paranoia, it fears all champions with stacks regularly, but also immediately fears the targeted champion. It also fears any champions within 100, maybe 200 units of the target.

Reasoning: Mostly for skillcap and diversity in gameplay, I think adding the slightly modified abilities during Paranoia is a good idea. I do, however, believe that it is possible that Nocturne may be able to set off too many fears during a team fight. If perhaps he q's an enemy, spell shields another, ults a third target who is standing next to their support, and then uses E during R cast. That would instantly fear 4 targets. Perhaps that is op, perhaps it could be balanced, or perhaps it is a highlight reel strategy that is insanely hard to pull off. But I know Riot can do all that thinking for me.
