(W) The Hat trick - <toggle> When toggled off, Oliver emits an aura that slows enemies by 20 percent. When toggled on Oliver is granted the amount he slowed in the last 5 seconds as a speed buff that can't be interrupted, lasts 4 seconds.

(E) On hit stun that blinds an enemy as long as their within 1000 units from Oliver, as soon as they leave the AOE they are silenced for 1 second.

(R) Subpoena! Passive: Marks enemies that have been subjugated to crowd control for 4 seconds globally, when he is in range he can active to have that enemy dragged to him partially/ half way/ three quarters of the way.
