[Champion Concept] Illiyan, the Paid Killer

Lore :
The evil residents of a forgotten country in Runterra, took a little child from Zaun and taught him how to steal and use weapons when he was a child. Illiyan went to other countries in Runterra stealing things that his master need, and even killing their enemies. When Illiyan grew up he was paid a lot of gold to kill someone, since he was the safest choice of a killer, everyone knew he will finish his work. Illiyan killed a lot of his masters' enemies, and got paid a lot to kill another peoples enemies, now he is the one WANTED for the Piltover's Police.
Gameplay :
In game, Illiyan takes the Marksman role, which can be played in the jungle, a hypermobile, serial killer glasscannon, with a lot of solo carry potential. He deals tons of damage while avoiding a lot of skillshots from the enemy team with his mobility. He has a lot of outplay potential and also is a good 1v1 champion and a good teamfighter.

Passive : Paid to Kill : Killing a unit grants him stacks of Paid to Kill, Killing a champion gains more stacks of Paid to Kill. When he gets back to base the masters will pay him gold based on how much stacks of paid to kill he has.
Stacks Gained From Units : 1/2/3 Stacks Gained From Champions : 100/150/200 Passive Upgrade : Levels 1/5/9
First Ability (Q) : Killer's Movement : Dashes a short distance gaining attackspeed and movementspeed for a short duration. If he collides with terrain while dashing, he will jump over it dash again and stomp the ground where he lands, stunning everyone for a short time. The cooldown starts when the attackspeed duration ends.
Distance Dashed : 425 Movementspeed Gained : 110% for 1 second Attackspeed Gained : 45/55/65/75/85% for 3.5 seconds Stun Duration : 1 second Mana Cost : 40 Cooldown : 6 seconds
Second Ability (W) : Hard Hit : Charges his crossbow for 1.2 seconds. After the channel he gains movementspeed and his next basic attack will deal bonus damage and roots the target. After the root the target deals less damage with his/her basic attacks. If used while dashing with Killers Movement the ability will have half cast time and root the enemy for 1.2 seconds.
Movementspeed Gained : 30% for 2 seconds Bonus Damage : 35/55/75/95/115% of Total AD Root Duration : 0.75 seconds Damage Reduction : 10/15/20/25/30 flat for 3 seconds Mana Cost : 45/50/55/60/65 Cooldown : 9 seconds
Third Ability (E) : Mark of the Masters : You are one of his masters, so you can mark an enemy for him. Against the marked enemy, Illiyan gains bonus attackpeed and magic damage on hit for 4 attacks or 4 seconds, and all those 4 attacks ministun the enemy. When the mark finish the enemy is slowed.

Ultimate Ability (R) : Kidnap : Illiyan dashes to an enemy bounding it's eyes for 2 seconds, and then dashing over it 550 distance. The targeted enemy has reduced vision range and is slowed for 2 seconds. The Kidnapped target takes bonus damage from Illiyan for 2 seconds.

Update :
18.04.2016 Q : If he dashes over a wall he stomps the ground and dashes again changed to if he dashes over the wall, he dashes again and then stomps the ground for the stun. (Makes more sense and it's not impossible to stun like the first version of it.) W : Added 5 more damage reduction and 15% less damage to it. Also if the ability is used while dashing with Q the cast time is halved and the duration of the root is increased from 0.75 to 1.2 seconds. E : Also gains 30/35/40/45/50 magic damage on hit on those 4 attacks. R : Damage amp increased by 5%.
