@Riot Victorious skins and earning them

I realize how much hard work it takes to move up ranks in Ranked Mode, I am Silver myself. I realize those who play ranked need to be rewarded as well. But then comes the issue of what about those who do not like playing ranked simply because of the toxicity, or because of the unbalanced nature of the matchmaking? Why is there never another chance for normal players to be allowed to own that skin too? Rito didn't want to reward those who spent real money on the game because it was not fair to the other people who didn't. But if you think about it, this is the same thing. I realize it has always been this way but, it seems less and less fair each year. I was sick all year and stuck either in a doctor's office or bed, sadly i couldn't make it up that rank this year. I feel like there should be another opportunity for others to get the skins. I realize this will spark a lot of angry replies and posts, but please understand the point i am making.
