Where is the weather?

One thing that always makes a game for me is a good weather system. Now to be honest it doesn't even need to be anything more than rain. Could we bring some rain to the Summoners Rift?

The ability to toggle it will probably be necessary for performance purposes, and it doesn't even need to be super detailed. Just an idea to bring some more mood to the game.
