Because the victorious skin is always a champ that had great influence in the competitive scene or was played a lot iirc.

People will never prob play Diana in PRO play because she has no safe guards and escapes YES she has a shield but in PRO play if you Dive and have no escape you die easily

Its not like ahri who has 3 flashes at lvl 6 and fizz that can become untargetable with One ability

thus the reason Diana will NEVER go pro

But a Victorious Skin suits her PERFECTLY

It's not hate, it's just the way the selection process works. Diana would have to be a very popular pick in a season, strong when played well yet fair, but Riot has a hard time balancing her in that range. They'd nerf her before they'd let her get the popularity needed to earn a Victorious skin.

I spoke with a Rioter about this and they tried to rework her and balance her a couple of times but they failed and they left her as it is..

Because they way Diana works is If you nerf her too much she wont be the 1 shot assassin anymore and alot of people will stop playing her and if you buff her she will be perma banned kinda like Zed is now

But maybe they will rework her when the Leona Diana Rework comes kinda Like Morgana and Kayle are in the works for 2019
