Xerath needs an actual rework [Mage updates]

Xerath is a champion long forgotten and exceptionally bad at the moment. I believe he is due some love. And after writing the Swain rework, I think more and more that some mages are left in the dust.

  • ** Passive: Ascended Magus**

Range: 700 Xerath's arcane energy repels physical damage from nearby enemy champions by 10%.

Range: 1500 If Xerath lands 2 consecutive spells on an enemy he deals 8.5% of the maximum mana to the enemies over 3 seconds and restores 30 - 195 (based on level) mana. If the enemy does not use mana, deals 6% of maximum health over 3 seconds. Passive cannot be applied to enemy champion until after 6 seconds.

  • ** Q: Arcanopulse**

Range: 750 − 1400 (based on channel time)

Radius: 72.5

Cost: 80 / 90 / 100 / 110 / 120 mana

COOLDOWN: 9 / 8 / 7 / 6 / 5

First Cast: Xerath Channeling charges for up to 3 seconds to increase Arcanopulse's Range over 1.5 seconds, gradually slowing himself for the duration by up to 40%.

Arcanopulse is canceled when the charge ends, refunding half of the mana cost.

After a brief delay, Xerath fires a beam of energy in the target direction, dealing 90 / 130 / 160 / 210 / 250 (+ 75% AP) magic damage to all enemies hit and reduces Arcane Barrage cooldown by 3 seconds.

  • ** W: Locus of Power**

Cost: 60 / 70 / 80 / 90 / 100

COOLDOWN: 22 / 16 / 13 / 9 / 5

Active: Xerath cleanses himself of all crowd control and immobilizes himself at his location, granting his spells 500-range and magic penetration of 10 / 15 / 20 / 25 / 35%. When the ability is active, Arcanopulse's gains 50% cooldown reduction and the cast time is removed.

The ability lasts up to 8 seconds but can be canceled early by reactivating the ability. When the effect ends, Xerath gains 45% increased movement speed for 1 second.

Passive: While inside Locus of Power, Xerath slowly builds a shield 10 / 15 / 25 / 30 / 35 (+0.5% AP) each second capping at 60 / 100 / 130 / 170 / 200.

  • ** E: Seal of Destruction**

Range: 1200

Effect Radius: 1200

Cost: 100 / 105 / 110 / 115 / 120 mana

COOLDOWN: 20 / 18.5 / 15.5 / 14 / 12 seconds

Active: Xerath implodes inside the area around him dealing 30 / 60 / 90 / 120 / 140 (+ 60% AP) to all enemies and slowing 40 / 50 / 65 / 75 / 80% champions facing toward Xerath for 3 seconds. Enemy champions struck by the sigil are then marked for 10 seconds.

Marked enemy champions will take 20 / 35 / 50 / 75 / 100 bonus magic damage and 5 / 8 / 10 / 12 / 15% (+2% AP) true damage from Xerath's spells.

  • ** R: Arcane Barrage**

Range: 1000

STATIC COOLDOWN: 0.8 seconds

COST: 150 / 180 / 200 Mana + 1 Charge

Recharge: 55 / 50 / 45 / 40 / 30 seconds

Passive: Xerath periodically stocks a Arcane barrage charge, up to a maximum of 4 / 5 / 6. When combined with Locus of Power, the range of Arcane Barrage will be increased to 5000 and recharge cooldown will be reduced by 30%.

Active: Xerath launches a blast of arcane energy to the target area which strikes after 0.5 seconds, dealing 130 / 170 / 200 (+ 40% AP) magic damage and briefly granting sight of it. Each cast has a static cooldown of 0.8 seconds.

Enemies in the center of the blast take 50% increased damage

Meh, I prefer current kit with some changes:

Give W ms steal Give R additional resistances/dmg reduction (30/40/50 mr&/30% reduced dmg taken) Give E aoe stun of radius 2-3 larger than its hitbox, could be untill stun reaches 1 sec cc. Or delete Akali and other assassins

Xerath is fine as is. The reason he is weak is because the meta is full of super mobile high damage assassins, his main weakness. If he is so weak that he struggles against his even and good numbers, he just needs numbers buffs.

As someone who plays Xerath alot, I'd say this is a good start to look at potentially. I prefer his currently kit, save the e and passive which could easily integrate some of your ideas that you used with your W, E, and passive. I like the AOE slow for his e that you mentioned and also the shield and passive armor and mana/health based dmg on your suggested passive. Furthermore, I like the W giving extra range however I like it as it is now so I don't know about changing that one.
