Game becomes bright if i put my screen mode on borderless/windowed

If I change my screen mode to anything that's not full screen, it looks as if I was playing in a hotbox room. Its so bright and idk "cloudy?"

I tried playing with the in-game video settings and I can't get it right. I can sort of fix it with my monitor settings but then anything outside of the game looks weird.

I've searched around and have found several people with this problem but I was unable to find a solution.
