Ohmwreker rework and Anti-shield Item ideas

i was thinking about the new items on the pbe recently, when all of a sudden i realised almost every item is viable even if in niche circumstances, except ohmwrecker. so i decided too see if i could create a more balanced/healthy version of ohmwrecker. after a lot of effort trying to create my own build path i decided to just change the active and be done with it. this active is:

On activation you gain a shield equal to 10% of your max hp that decays for 5 seconds. while you have this shield you taunt towers, and are immune to tower shots (this does not make you immune to the fountain tower).

this still effectively disables towers for a while, but now it has counter play. They can get rid of your shield, or you can try to use displacement to try and get them outside of the towers range, effectively reducing the time your tower is "disabled". However if you're in a pinch and you really need to, you can use it for the shield to get out of a sticky situation (however it won't be the best item for that due to the fact the shield decays).

after creating this version of ohmwrecker, i realized that this kinda needs the anti-shield item riot has wanted to make for a while to make it as healthy as it can possibly be. so i tried to create an anti shield item for both ad and ap. these are definately more rushed than the ohmwrecker rework idea i posted up there but here it goes:

for ad i decided to rework lord dominiks since the giant slayer passive will be removed, so instead for this i'm suggesting that the giant slayer passive gets changed to do 50-150 bonus physical damage based of level, however if the target being attacked has a shield this bonus physical damage becomes bonus true damage.

as for ap i created my own nameless item: build: Fiendish Codex + Amplifying Tome + Aether Wisp + 815g 90 ap 5% MS Unique Passive: Your spells deal a 2% of it's damage as bonus damage against champions that have a shield on them.

now there would probably need to be a lot of balance changes to these items (be it number changes, or tweaking the way it works) be for it could reach pbe let alone live, but what do you think? do these ideas have merit? or is there something that you think needs a big change before it could get put in the game?

actually I would say that was a bit weak, I'd make it similar to Irelia's passive

"deals 300% to shields" Irelia's ability

but more like "your abilities deal double damage to shields" therefore If a person had 400 shield you would need 200 damage to break it.

I wouldn't make the shield decay and 10% is not much in the early game.

Overall I think these are great ideas, but I don't see riot liking them

Tbh I think adding a shield breaking item is really really bad for the game. I would rather see attempts to give shields counterplay/make them harder to use. My preferred idea is the drastically reduce the duration. Most shields last between 4-6 seconds on enchanters- supports. (IMHO lux's shield is fine because it's a skillshot and requires some skill to use effectively in addition to half the shield being delayed by quite a bit.) however point and click shields need to have to duration reduced. They should be used reactively to block damage and timing should matter.

Example. Zed ults a carry, the support instantly drops a shield which lasts for 1.5 seconds. Zed holds onto his q until the shield wears off and then casts them to get maximum damage. As a result he kills the carry because the carry didn't dodge the damage. In the reverse, zed ults the carry. Janna waits until he casts his q and the. Drops the shield blocking the damage. The carry lives has Zed's burst is reduced by 700 damage.

Right now zed simply has to overkill the adc by 700+ hit points. (multiply the entire healthbar and shield by 40% if exaust is used) in order to kill the carry. And he has no counterplay.

Shield breaking items reverse that and puts all the counterplay on zed. He can qss exaust and break the shield and now Janna has no counterplay. Making shields harder to utilize and have more counterplay is the vastly superior option IMHO.
