Skins and Additional Paid Content

I've mulled over it for a while and Riot I gotta ask, have you guys considered expanding on your current skins you have already put out?

Let me be a little more detailed. I have skins, Old and New, they don't have a lot of Exciting elements to them, which in of itself isn't a bad thing. But I see these skins and think "Man, I really wish I could have some added effects on this skin." For example, Karma's Sun Goddess skin. Even before the rework I loved it and I love it even more now (Karma looks like an Aztecan Amazon), but it could have been so much more and the thematics could be drawn out to make a very polished and fun concept for Karma.

So, I beg the question, have you at Riot ever though of releasing some additional content Piece meal for older skins that have great concepts but were either at the time unable to expand on or didn't want to overprice the skins available? To me, there is so much untapped potential here, Older skins can get a fresh new experience, We as players get to see our favorite themes for our characters more detailed and fleshed out. It's just a thought, but I would very much like to see something along these lines in the future.
