Unique Passive: Doubles total attack speed and raised cap to 3/s. Not possible to critical strike, -25 ms (forces you to buy alacrity, still leaving you at a -5 ms disadvantage)
Notes: This item doubles your total attack speed (not multiplicative) and doesn't give any attack speed (the 50% + 50% from stingers are lost in final build).
Basically, this item comes in handy for champions like

Sun Wukong Sun1 votesThis is why it reduces movement speed. Any champ that rushes this item early will be completely useless and they'd be forced to buy shoes. With that said, you'd have this item (roughly 3000 gold) and at least 800 gold on 
to make up for speed lost or 1100 for more attack speed.
Off the top, you're sacrificing 4000 gold for absolutely no damage just to stay close to your opponent. Keep in mind, having 2 s isn't going to be beneficial to you early game at all.
I also consider this item 10x more balanced than
