I've earned ribbons and end game loot since my ban. Just out of curiosity, if I have a slip up a year from now, will that still be a permaban?

The punishment tier you're on will diminish one step at a time if you show reform for a while, so by a year you'll probably have it down to it being a 10 game chat restriction the next time. Keep in mind that extremely toxic behavior can still skip steps.
depends what you mean slip up. If you go racist, homophobic, and death threats your are rolling the dice with a perma ban. If you only get angry and call some one bad or worhtless; most likely ignored by the system unless you get repetitive.
Considering that you know the system does not push people for tilting/rare misbehaving, this thread is a joke. The system looks for consistent behavior and extreme spikes. This threads hints that you really have not learned your lesson, instead you are looking to game the system.
No one ever just "reforms". They just stop doing it.
I've gotten permabanned 7 times due to cursing. But I refuse to stop cursing because there is a profanity filter. Sorry.
