None. His kit is useless if he doesn't have items/behind. You need to play around him and hope he carries, or as an enemy focus him down.

How to balance him? Buff his base stats a bit, shorten his Windwall CD, give him total armor penetration on ulti instead of bonus armor penetration.

Honestly just increase his lvl 1 R CD by a bit and he should be fine.

I'd say the best way to balance him is to delete him. We know if both sides of an equation are 0, that equation is balanced.

I just had a great idea, sometimes you can predict and dodge his short-range Q (not tornado), maybe whenever he doesn't hit Q he doesn't regain the energy he used for it.

Dodging Q would give you some more leverage

He's a fairly balanced champ. I wouldn't mind with lengthening the cd on his ult just a bit, but other than that he should be fine. He is very easy to play against. In fact, it's the yasuo that has to be able to outplay their opponent. If yasuo fails to dodge any ability, takes too much poke, and/or missed his q, he'll get out-traded.

increase his passive shield CD by like double early game. Then scale back down to live.
