What if two champs were designed around each others kits and were made to have synergy with each other?

For example they could have the same ultimate, where if it hits the same target twice there is a different affect on the second shot like a root or maybe a knock up. or they could have an ult that made them switch places.

I feel it could create some interesting choices in pick and ban phase to like, do we want to pick one of them so the other team doesn't get both or use two picks to get them but let some priority picks get through or let them make a choice of giving us both or taking one by picking just one.

Something to note: by no means am I saying this is a good idea or that I want this to happen; I just wanted to have some fun design discussion about the concept.

P.S. I have summoned @CertainlyT because I wanted to hear a designers voice on this. And lets be real CertainlyT is a great designer he made one of the coolest supports in league. and he made a melee ADC work without it looking like this.
