I ask this because being Merefolk may them very fitting to the Minotaur and Greek/Roman/Spartan archetype their and with the established lore for Bilgewater where Nami didn't make an appearance this can explain why because she was never there to begin with. Also being that Nami is a Merefolk the Bilgewater people might consider as like a Messenger of their god which reside it the sea and that something I wouldn't be interested in.
