Pemny - The Captivated
A yordle for the catalyst, Pemny is lulu's cousin. Based off chaos and unpredictability this babe is referred to as the "puppeteer" of league. Each of Pemnys skills interact differently based on the order they're used, and if they're used on enemies or allies.
LORE: Abandoned at birth and left for dead, Pemny was saved by a young caster on the outskirts of the Shuriman dersert. Taken back to Bandle City by the caster to try and find an orphanage, he was assaulted by a mysterious figure. An assassin for hire struck down him unto the clay, and went to snatch Pemny. But when he reached for her, a strange aura resisted him. Seeing this the mysterious assassin fled, heading towards the sea. The Caster took Pemny with a considerable thought. He knew then Pemny was special, he just couldn't figure out why. Pemny then grew up to be a little needy brat, but her casting was nearly perfect and exceeded the caster so hard she was accepted into the Justice Institute Training initiative.
VISUALS Pemny is a yordle who is closely related to Lulu. That said she is insanely ordered compared to Lulu (with a slight temper with no attention) She wears a 6 button jacket and military styled pants. She carries a war staff and wears a Demacian standard helmet.

ABILITES
Passive: Pay attention to ME!!! _Every spell tests Pemnys patience for 7/6/5 seconds and gains a stack of Patience. When Pemny hits 5 stacks of patience she runs out of patience and charms the next enemy that attacks her for 1 second. (lasts 10/12/14 seconds) This charm grows to 1.5 seconds when Pemny reaches 20% cooldown, and again to 2 seconds when Pemny reaches 40% cooldown. _
(Q) Poof!! - Pemny instantly surrounds herself or an Ally in a stagnant slowing cloud. Slows for 10/15/20/25/30 percent (has +10% slow at 40% cooldown) If casted on an an ally it grants them a shield equal to 20% of Pemny's AP (increases to 40% at 40% cooldown) [10/9/8.5/8/7 second cool down // 100/120/140/160/180 mana cost]
(W) Boo!! - Sends out a spectral ghoul that fears enemies and causes 100/140/160/180/200 damage +20% ap (increases to 40% at 40% cooldown) If an enemy is being slowed when Boo!! hits them, they are stunned instead. (Casts exactly like Quinns Q) [8 second cool down all ranks // 75/100/115/125/150 mana cost]
(E) Wips!! - Cast on Ally - Teleports to Ally and heals them for 50/75/100/125/150 +50% ap Cast on self - Ally can click to teleport to you and both be shielded for 100/125/165/200 +50% ap for 2 seconds. Cast on enemy - Drags enemy towards Pemny slightly, Reactivate to push away. Cast on tower - Shields tower for 500 for 2 seconds (stagnant shield whole game) [20/19/18/17/16 second cool down // 100/125/150/175/200 mana cost]
(R) Blarg!! Pemny surrounds herself in a large mystifying aura that reverses enemies movement and Aim. enemies take 10 + 5%/6%/8% AP as magic damage per second while in the aura.
ex. If you were to aim directly at Pemny as Varus with his Q, the spell would go 180 degrees to behind him, literally reversed aiming. Reversed movement: clicking on a spot would send your character the directly opposite way. Clicking on an enemy champion while being exposed to blarg!! would send you towards them at a slowed pace, removing all speed buffs. The aura has a radius of 6 teemos. If an enemy is subjugated to Pay attention to me!! while being affected by Blarg!! Pay attention to me will still charm them and make them move towards Pemny. If an enemy is feared while being affected by Blarg!! they are rooted as well for the duration of the fear.
