New gifting system

TL;DR - would like a gifting system for more than just riot points.

So today I was opening a couple hextech crates and I got a rare skin for a character a friend of mine frequently plays. Personally it's a character I'm not really interested in playing myself and would love to somehow gift them this skin. I'm quite upset that this isn't an option and I'm not sure why.

I think everything in our inventory should be able to be gifted. Summoners/skins/wards/icons/RP.

I understand IP not being gifted or certain things being "locked" to your account but I'd like more than just RP as an available gift.

Thoughts? Opinions?
