Flash Skin Sale

Curious what was the criteria was for making it in? There are hundreds of skins so I understand some will not make it in - but a few show up 3 times (champs) and others don't show at all.

Take Udry - all 3 skins are up. Nocturne - none (aside the actual themed one that's not part of flash sale).
