[Champion Concept] Stacia, the Accurate Sniper

Short Lore : Known as one of the most expensive snipers in Runterra, Stacia accurately shots her targets dead. She was discovered by the friends of the people she killed, reporting her to the King of Demacia and the Piltover's Police. She got exiled and is wanted, Piltover gives a very high amount of money to the ones who stop her. Stacia decided to join the League to show her sniping skills.
Gameplay : Stacia is a very low attack speed Ad Carry, instead, she gains more damage while building attack speed and her range is ridiculously high. In lane, she is weak, her range increases a bit later so she should stand back and farm for the most part. Midgame when you have a few items she can deal tons of damage from enormous range. She also has a disengage ability, but she has no mobility. As long as she can stay in the back of the teamfight she can deal serious damage.

Abilities : Passive : Accurate From Afar : Locks her attack speed at 0.50 throughout the game. Every 1% bonus attack speed increases her AD by 1%. Also her range on auto-attacks is increased by 100/200/300 at ranks 5/9/13.
Q : Crushing Shot : Fires a bullet in a line after a 0.5 seconds cast time, slowing the first enemy it hits for 50% decaying over 1.5 seconds. It also physicaly damages that target by 50/90/130/170/210 + 85% AD. This ability can crit and its range is increased by the Passive. Cooldown : 11/10/9/8/7 Mana Cost : 65/70/75/80/85 Cast Range : 1100/1200/1300/1400
W : Target Marked : Passively marks a target in 1300 range around you every 9/8.5/8/7.5/7/6.5 seconds for 3 seconds. You can attack a marked target from unlimited range. Also these shots deal 3/3,5/4/4.5/5% of the target's maximum health as bonus true damage.
E : Burning Grenade : Fires an ignited grenade in a circle with 360 radius. After 0.75 seconds, the grenade explodes and deals 60/80/100/120/140 + 50% AD magic damage to all enemies hit over 3 seconds and knocks aside every enemy hit. Cooldown : 10 Mana Cost : 80
R : Snipe : Immobilizes you, reveals and marks with Target Marked all enemies in 2500/2800/3100 range around you. In this mode you can only shoot Marked Targets. The % max health damage is increased by 4/6/8%. At Max rank W and R the % max health true damage is 13%. Cooldown : 140/120/100 Mana Cost : 125
