I actually love the idea of Jack the Ripper Pyke Pyke , it totally fit to the champion (killing people in that dark streets of Bilgewater, which looks a lot like old London ... Lovely !). But I think it would give a pretty bad image of Riot, using a multiple murderer's name for a skin (even if it is the best idea <3).
