Ryze rework (Based off 8.9 proposed changes)
Passive: Desperate power
Innate: Whenever Ryze drops below 40% hp he gains 20% increased AP.
Q: Overload
Passive: Ryze’s other basic abilities reset overloads cool down and charge a rune for 4 seconds, up to 2.
Active: Ryze unleashes a runic blast in target direction dealing magic damage to the first enemy struck and consuming all of his runes.
If Ryze consumes 2 runes he gains a shield and ms for 2 seconds.
Flux: Overload deals 14-50% (+2 per level) bonus true damage and bounces to nearby fluxed enemies
W: Rune prison
Active: Ryze instantly deals magic damage and roots target enemy for 0.75 seconds
Flux: Roots for 1.5 instead
Cooldown: 14/13/12/11/10/9
E: Spell flux
Active: Ryze hurls an orb of runic energy at the target enemy, dealing magic damage and marking them with Flux for 4 seconds, causing his next basic ability against them to consume the mark and gain bonus effects.
Cooldown: 3/2.75/2.5/2.25/2/1.75
Flux: Spreads flux to all nearby enemies
**R: Arcane mastery **
Innate: Ryze cannot level up arcane mastery, instead, he can level each of his basic abilities 6 times.
Ryze gains +10% bonus mana whenever he fully ranks up a spell (up to 30%)
Ryze’s spells deal extra magic damage based off his bonus mana.
