Fiora Skin. Riot pls?

Not sure if this has been posted before, but searching google images of league champions I ran across this piece of art. Whoever made this is amazing. The rights to the picture go to whoever drew this picture.

I would say this picture could be considered "Project Fiora" but a Piltover version or something. I'm not sure. I know Project skins are orange and this is blue. I'm not sure what to call the skin. All I know is that it's awesome and I want it.
