Chroma Packs Quality Discrepancy

Before saying anything let's get this clear - THIS POST IS NOT ABOUT WHETHER CHROMA SHOULD COST RP OR NOT.

I have my own thoughts on that topic but enough people have voiced their displeasure with this decision already. What I wanted to get into is whether all Chroma packs really deserve to be the same price.

In short, no, I don't think they should. When you look at some of the chroma packs appearing on the PBE it seems pretty clear that some clearly show way more intricacy and effort that others. For example, on today's PBE update you can see the Fizz and Nemesis Jax Chroma packs (link: http://www.surrenderat20.net/2015/04/414-pbe-update.html). Look at those pics - the Fizz ones look like extremely simplistic color swaps, while the Nemesis Jax ones look like full-scale, well-considered color palette shifts that affect all the little details on the character. Obviously Fizz's model doesn't have as many opportunities for color changes, but that being the case, should these really both cost 590 RP? I mean, they don't LOOK like they're in the same price tier.

Now, I know what some of you are thinking- Nemesis Jax is a skin and therefore requires you to have already spent RP on it to be able to get the Chroma pack. In that case, the Chroma Pack SHOULD look better than a base model one. Fair enough, but let's look at another example. Check out Garen's "Noble" Chroma pack here: http://www.surrenderat20.net/2015/04/413-pbe-update.html. Compare that to the Lucian Chroma pack that first hit PBE a while back. There is no comparison. The Lucian ones just basically changed the color of his cape - that's pretty much it. Garen's, on the other hand, could practically pass for full-fledged new skins. There seems to be little reason why these two should occupy the same price tier.

Again, I'm not really in favor of RP for Chroma Packs, but that's what we're getting so fine. That being the case, their prices should reflect the level of detail/change going on in the packs themselves. Packs like Lucian's and Fizz's shold be priced closer to 400 RP (this would also be cool for newcomers who can use their free 400 rp on their favorite champ) and leave the more elaborate, higher quality Chromas like Garen and Nemesis Jax at the higher 590 RP tier.

So long as they're being treated like Skins, they should be tiered like Skins yes?

TLDR - Lower-scale Chroma Packs like Lucian and Fizz should occupy a lower price tier than the higher quality Chorma packs like "Sand" Nemesis Jax and "Noble" Garen. Skins are price-tiered, Chromas should be too.
