Champion Concept

A chain-blade wielding ranged carry, Leilani's versatile weapons allow her to be a variable threat depending on her distance to her enemy. She's got tools to both go in and strike from a distance, but minding your distance to the enemy is important to get the most out of her. Unlike others of her class, she has a good reason to want to get in the faces of some champions, even melee ones on occasion, but she also has to abuse her range at other times as her crowd control is unreliable and her mobility is good only for short bursts.



Short Lore

"I tried cynicism and it didn't work. I figured I'd go for optimism this time."

Leilani, not unlike others growing up in Bilgewater, was formally introduced to the cruelties of the world at a young age, when her parents were mugged in the streets and killed in front of her. And not unlike others in her position, she opted for vengeance, fashioning her father's fishing tools into instruments of murder and practicing with them daily. When her final revenge against her parents' killers left her empty inside, she turned to a life of bounty hunting, hoping that she could fix Bilgewater by cleaning it up, "one life at a time."

When even that failed to give her a spark of meaning in her life, she began to despair, but a chance encounter and a random act of kindness would show her the value of a positive outlook. After being taken to a special place and experiencing a moment of insight into the nature of the ocean and her place in the world, Leilani returned to Bilgewater to show what she had seen to as many as she could.

She would clean the city up, but in a very different way.

Appearance

A dark-skinned short-haired woman with a lean figure and in her late twenties, dressed more for comfort and practicality in water-worn sea clothes, with a pair of (somewhat crude and mis-matching) blades in hand that are linked to chains that originated from her back, under her longcoat. The chains are tired to her elbow and wrists by bands, tight enough to keep them from slipping but not so tight that careful arm movements won't give her slack. Her movements while swinging the chain blades are fluid, slow, and wide, emulating ocean waves in a way. While fast running she runs with her arms directly behind her, her chainblades held tightly.

When her W is active she starts twirling her chainblades loosely by their chains in circles whether while moving, standing still, or attacking.

Abilities


Innate: Hook Change

Leilani's basic attack properties change depending on her distance to her target:

500-251 - Outer Range: Leilani's basic attacks are treated as ranged attacks. 250-0: Inner Range: Leilani's basic attacks gain bonus attack speed, are treated as melee attacks, and do not utilize projectiles.

The border between the Outer Range and Inner Range is visible to Leilani's controller at all times.

The distance is calculated between Leilani and her target at the moment Leilani begins her attack animation.

Bonus attack speed: 25% + 50% of Leilani's Bonus attack speed.


Q: Line Toss

Active: Leilani throws one of her chainblades in the target direction and then pulls it back after it reaches its max distance, dealing physical damage to enemies it passes through once on the way out and then once again on the way back.

The damage dealt reduces by 17% per 100 units traveled after traveling an initial 150 units, down to a minimum of 40% damage. The damage dealt resets when the chainblade changes direction.

Active: Leilani gains bonus movement speed that decays rapidly over 1.5 seconds. Additionally, for 3 seconds, she can move while performing basic attacks, but she cannot cancel her basic attack wind-up except by selecting a new target within range. Leilani's basic attacks on enemy champions extend the duration of this effect by 1 second on-hit, up to a maximum duration.

Active: Leilani faces the target location and readies a 90 degree cone in that direction. Within that cone, an inner line and outer line appear, the first 250 units before the target location and the second 250 units after it.

Then, after a brief delay, Leilani swings her chainblades in separate directions across the cone, each traveling quickly along the inner and outer line and dealing physical damage to enemies they cross, slowing them by 40% for 1 second, and knocking them a short distance toward the middle point between them. Enemies can only be damaged by Iron Net once during this step.

Afterward, she swings both chainblades together across the arc lying directly between the inner and outer line, dealing the same physical damage again to enemies they cross.

Leilani can move during this time, but cannot attack or cast other abilities.

Long Lore:

Folk "wash ashore" in Bilgewater for all manner of reason. Some come looking for opportunity, others for a place to lay low and be left alone by authorities. Leilani's ancestors (at least on her father's side), came for the latter reason.

Leilani's family lived amongst a small community on a bear near the outskirts of the city, where they eked out a (somewhat) calm and (relatively) safe livelihood fishing, both for themselves and to keep the local crime lords from paying too much attention to them. Evidently, non-lethal food could be hard at times to come by in the city proper.

Though her parents urged her to keep her head down and live quietly, Leilani's natural energy wasn't something that was easily bridled. Playing on the shores and with her father's fishing gear entertained her as a young child for only so long, and climbing and exploring the natural cliffs held her attention for only a while after that. It was in urban exploration of the city that she found the excitement her young heart craved. Scaling and leaping between buildings, lurking out of sight to watch those who were trying to go unseen, and occasionally managing a little petty theft. It was all well-meaning fun to her.

But one day she went too far and earned the wrath of the head of the Salty Chains gang. It was a simple thing, she was doing her usual antics of cheating certain demise by being a little too interested in high criminal activity, but a moment of carelessness saw her finally caught and pursued by very angry and very armed men through the streets. Her heart raced and panic flooded her young mind as she used every trick in her arsenal to keep ahead of the grown men. Without thinking about it she led her pursuers back to her home, where she managed to give them the slip hiding under one of the small fishing boats.

Unable to find her, they contented themselves by calling in their ill backup and demanding her parents surrender her. When her parents refused to turn over their daughter, the thugs put them and their homes to the torch. Leilani sat, shivering and sobbing, under the boat, the golden light, smoke, and heat from the flames seeping into it. When finally she emerged, she was blackened by soot, and her attackers had gone home.

She was alone, in every sense of the word. Alone with nothing but the metal fishing gear that survived the fire, and her anger at what she and the thugs had done.

Left with nothing else, she fashioned the hooks, large and small, into two hardly-matching blades, and attached them by the chains once used to hold both net and anchor from the fishing ships. As she grew, she practiced both with her strange weapons, and with her city skulduggery that had once been a source of fun for her. Guided determinedly by purpose, she paused for little else.

And then, as if at random, she began making her moves.

The Salty Chains began turning up dead in the streets. The first few didn't know what hit them. The later ones often found their last moments signaled by the rattling of chains, followed by crude metal swinging in from above, below, behind, the sides, or multiple directions at once. The few who managed to see Leilani's attacks coming drew cutlasses and charged, only to find her just as lethal close up as she was from a distance.

Their leader wasn't even the last to fall, nor did Leilani save any special treatment for him. After all, there was no way that he would possibly remember the impertinent little girl that once ruined a crucial business deal by blundering in from nowhere and startling the person with whom he was meeting. In any case, it wasn't really about revenge for Leilani, it was about ensuring that no others would die the way her parents had. She'd correct her mistake by ensuring it would never happen again.

And the Salty Hooks weren't the last to die. Once she'd run out of Hooks to kill, Leilani turned to the bounty boards, marking off names one after another. Clad in a nondescript weather-beaten longcoat, under which she concealed her weapons, Leilani didn't stand out in the slightest during the day, and her victims rarely had any notice before she struck.

A person could be killed, but a shadow that cleaned up the city one head at a time was immortal.

When she was younger, Leilani was naive enough to believe that eventually she would kill enough criminals that the city would start to correct its behavior, but as she neared her thirtieth birthday, she stopped and observed the city, realizing only then that a decade of vigilante killing had done nothing to change it. People who didn't deserve it still died meaningless deaths every day.

Her life needed a new direction, and, fateful as it was, she found it that very night.

As she passed by the fishing lanes on her way back to her safehouse, she spied a strange watery creature caught in a net. Her initial thought was that it was strange that the beast went ignored, but it was only when it began talking and begging for help that she stopped and turned. Thinking nothing of it, she let fly with one of her blades, cutting the net and releasing the creature. It launched itself from the water, landed on the stone next to her, and gave what nod it could with its prodigious gut.

As she turned to leave, it continued speaking, asking what it could do to repay the debt it owed her. Leilani replied that she needed no reward, but the creature insisted, claiming that he could show her anything or take her anywhere. Rhetorically, she asked if the creature could show her the means to create a new Bilgewater, but he gave her a wide toothy grin and told her he could.

She hesitated for a moment, but upon deciding that she had little else to lose with the position she was in in her life, she agreed, and found herself pulled suddenly beneath the ocean. The darkness and ocean waves rushed by her frighteningly fast, and Leilani gasped, water filling her lungs. Just as she though she was about to drown, she found herself on her hands and knees on muddied sand. Once she trusted her legs enough to bear her weight, she stood up, and found herself looking at what was left of her home.

Confused and angry, she circled around, searching for the creature, but found herself alone. Alone again, in the same place.

Alone again, with the nothing but the calm waves and the reflection of the moon on the still ocean.

Looking back, she could never pin down how long she sat there, watching the waves as her anger ebbed away. The sky had turned pink when the creature surfaced on the distant horizon, asking if she'd cleared her head. She replied yes, and the beast said just one thing to her, "Child, a new Bilgewater is yours for the making!"

Criminals would still live in fear of the shadow striking them with blade and chain, but Leilani's life took a new course after that day. With a new vision before her eyes, she continued hunting crime in the city, not to cut down the perpetrators, but to gathers its victims. One by one she took those that were willing to follow her to her back to the secluded shoreline where she spent that night, and inspired many to join her in her cause.

She wasn't entirely sure what exactly it was that took hold in her heart during that time, but she came to believe that she could see Bilgewater united into a glorious city state that would one day rival the likes of Demacia and Noxus. Bilgewater could be cleaned, and it could become something more than a haven for those wanting to get lost. Leilani just needed the allies and the will to see it done.

And she had the will.

I finally have free time for a review! So let's not waste any more time...

I really want to like the passive. Really. It's got everything to like - innovative, and changes your autoattack in an appreciative way. Why I can't like it is because of how it's defined. It's clunky, and there isn't any appreciative counterplay. If you're melee? Well, enjoy taking 20% extra damage from my autos because you chose to fight me. Furthermore, how is the range calculated? Is it when the attack is launched? When it is finished? This needs clarification. The passive alone makes her very good top lane.

The Q is literally a shorter ranged, but faster Sivir Q with slightly less damage. It's certainly not as original as I thought an ability you could come up with for a champion such as this. You might want to look into changing it

I do not see why W has to exist, but that may be because of how it is worded. It says that her autos have no cast time, so does that mean she can auto-attack while moving? Or is there a wind-up for her autos hidden somewhere? Also, autoattacks generally don't interrupt previous orders unless you're intentionally cancelling them by actively attacking. This is a very strange steroid, but it would help if I knew what was behind it.

E and R are certainly interesting. The main thing is how you have an ADC who actually wants to be near an enemy. Generally though, I don't really see why. You'd probably want some kind of defensive steroid if you're going to get close in the first place, but you still do pretty terribly in teamfights if only because your sole steroid requires you to stand directly next to whatever you want to attack, which is suicide for basically any other marksman. She would be good at dueling, but anyone who is adept at kiting can likely take her down easily because her kit is severely hampered if you can't stand right beside them.

Overall, it's...an interesting proposition for a ranged bruiser, but I think that you need to rethink some core concepts related to how the champion works, because it is likely only truly viable in top lane (unless that is your intention).

Weird thing here... Why is Miss Fortune her enemy? Nami and Fizz are both allied with Miss Fortune. So, having her like two but hating the other seems sort of... weird. I mean, the Burning Tides event clearly shows where these two stand. Now, down to the powers.

Passive: Interesting.

Q: I had a very similar idea on one of my champion ideas.

W: OP, on any adc. If this champion builds lethality, she is shredding armor with no cast time. If she builds crit, she spamming that. So, really she will be doing too much damage. I would set this to a max of x amount of hits, not seconds. Also, the time is way to long.

E: This only works because of her passive. If her passive were different, I would tell you change this.

R: This sounds cool, but it seems too complex. I would limit it to one or the other. Since, people would probably stop you but the second half of this power.

Just my view points, of course.

Alright you looked at good old...young Skipper so I am going to look at Leilani here. Well I am going to look at the kit mainly.

Innate Alright so the innate passive is, interesting to say the least. Being able to switch from melee to ranged based on distance can be cool to see. Now I can visualize it quite easily. Now what confuses me is that you have the increased attack speed for melee, yet it is flat percentage plus a half or her bonus attack speed. I get that you want the melee attacks to be faster, it maybe better to instead you can opt for having reduced attack speed for the ranged attacks. This way you wouldn't have the weird formula for melee attacks. I should also bring this up, but you have a 250 melee range, that would be the largest in the game for standard melee attacks.

Q While I can visualize the ability well, there is one thing that kinda seems off to me on it. You have quite the long range on this ability and yet you have the damage drop off the more it travels. So the best thing for this ability is to get up and close which kinda contradicts its long range. Yet it becomes weakened again as it comes back. Just seems odd to me is all.

W Now the W is what I can say, a nightmare mechanically. Not to say that is it is too strong or even too weak. Though how it can function is what would be extremely complicated to work out. Conceptually an ability like this would be awesome to see. Having it be able to function is another dilemma entirely unfortunately. This is especially true considering that she already switches from melee to ranged attacks based on distance. Once again good ability, but a tough one to make work within game or so I believe. Having the duration of it be increased by the continuous attacks isnt a bad effect to add either. Though even so an 8 second duration is a bit long even with the extended amount. This might be an over sight, but you increase the duration of the attacks by 1 second and yet the max duration upon ranking up goes into the decimals. Was this intentional?

E The amount of mobility with this ability in the later ranks is a bit insane. Mainly it is due to the amount of refunds that are coming from it. You can store 4 charges which the landing all four means there are a total of 6 dashes. Now I think that limiting the dash not being able to go over walls was a good choice for balance purposes, just that the amount of damage output with this can be rather insane as well. So I can understand why bonus AD was used for its scaling for its current state. If I can throw a suggestion at you, you can remove the base damage from the ability and instead replace that value with her Base AD. This would in a sense make it weaker, but allow you to up the scaling for it either converting it to total AD or just heavily increase the bonus AD. Random suggestion though.

R The ultimate I am trying to visualize with the current wording. So she spins once knocking people on her outer limit in and people around her inner limit are knocked back. Then she continues the spin damaging them in mid range. Did I understand that right? It would be two instances of damage which is fine. Honestly it seems that she spins quite a lot, but that might be me. There isn't much to really say so.

This is gonna be shorter than normal because I'm kinda busy at the moment, but I wanted to return the favor in some way.

Passive - I really like the passive, its pretty interesting and would make for some unique plays.

Q - I had an idea for this on another champion of mine, even thought of having Ayakashi do something similar. Nonetheless, cool ability.

W - Unique ability, I see nothing wrong with it to be honest.

E - This is kinda odd, but because of her passive it works I guess.

R - I really like this ability, I would leave this unchanged it's really neat.

You asked for a review, so you're getting one.

First of all, I would say the primary problem with Leilani imo is that she doesn't feel like an ADC enough. An ADC who plays around with their range is cool, I like that, but if not for her passive stating she is ranged, I'd think she was a melee AD caster, possibly an assassin. Nothing except her W and passive give me the idea, nor emphasize so, that she is an ADC.

On with the passive. I love the idea that she has to manage her range to enemies. That sounds pretty cool. However she sounds like she would either be broken as hell or weak. If you look at Graves, he is similar in that he is a marksmen that wants to get close up. However unlike Graves, Leilani does not have any way to sustain herself. She has no defense buffs, she has no near sight to prevent or reduce the reliability of enemy attacks, and she is reliant on mobility to stay alive. While it might work out okay, I think her passive would turn out problematic when combined with her kit. Because currently, its going to be either:

A): Leilani does insane damage and bursts people from low range.

Or

B): Leilani's damage isn't insane and she is just a shitty ADC that has to step close to be at all close to on par with other ADC's.

It also possible, as a third option, that I have no clue what I'm talking about.

For Leilani's Q, it's simple and effective but not exactly interesting. The animation and idea sounds cool, but it sounds just like a faster, shorter Sivir Q in every gameplay way. You don't need to change this, but I would maybe increase its damage from max range so she has to balance out her range, rather than just being in her Inner Range whenever possible.

Leilani's W is pretty cool, I had a similar idea for a previous CCOS of mine called Raz, but he was a melee skirmisher and other stuff. I don't think it would be as problematic as Kalista's passive, as it is limited to a specific time period and isn't a whole dash. This would give Leilani something unique, however you should stay away from her being "The Kiting ADC" as Kalista and Lucian both are fighting for that spot and its crowded enough.

I would rework Leilani's E. It doesn't fit an ADC at all. It fits a slayer. I get you want Leilani to manage how close she is to enemies, but this seems dumb. An ADC should not have to literally jump into the fight to get good damage off. Thats what melee champions do. This ability isn't exactly interesting. I like the name, and it shows promise, but it does not intrigue me.

Leilani's ult is real cool. It sounds badass and I can picture it. However it doesn't sound like it has a very high skill ceiling, which isn't always bad, but it seems like after a few games you've basically nailed how to use it. It's just like an MF ult, use it while safe and when you can hit as many enemies as possible. I would definitely be careful with the range on this ability. Its currently too short imo. Again, even Graves feels like an ADC due to him having ranged abilities. 175 for the radius of this ability would force her to get surprisingly close to enemies, and due to her inability to mitigate or prevent incoming damage besides dodging, she would likely just pop if she didn't stat check you first.

I didn't take too close of a look at the lore, although "I live in Bilgewater, im mean now, my parents died, and I kill people" isn't all that original or unique. I only read the short lore though, so idk all that much.

She's pretty cool with her passive, good luck!
