The Sticker System
This is going to be a lengthy post, especially since there is a lot of information I am dealing with so there may be some things I forget and left out (oopsie if this happens), so strap in and get your popcorn ready for this may be awhile. [slayer-pantheon-popcorn]
First I need to mention that this sticker system will completely remove ALL forms of punishments currently (so no more leaver buster, chat restrictions, Riot suspensions unless under the premise of cheating, etc.), now there will be punishments but it will be immediate and only within that time frame so that it is an effective reform system, more details later. The system will completely remove the honour system outright and reduce reports to only Inappropriate Summoner Name and Cheating to clean up the report system and players of that game can deem if that player was Friendly or Unfriendly (keeping things nice and simple) this voting system and the report system are completely separate, also optional so players can choose not to do anything and just play another game (everything occurs in the post-game lobby).
The sticker system is meant to be a reward system with, you called it, stickers! Where it gives players something to work for every game even in losses, which rewards in losses will be a majour factor of reducing toxicity, but on top of a system that rewards players for being good for the players of the game finding you enjoyable to be around (with or against), and if you are deemed toxic of the players of that game then you won't gain sticker or even lose them, if you have zero stickers then the amount of Unfriendly points you acquired with result in a timeout [for now let's say somewhere between 1 hour to 24 hours based on severity of Unfriendly points you gotten] which blocks you from queueing for any and all match-made games similar to a dodge penalty but a lot more severe.

There is going to be 1 to 5 tiers of stickers and an ultimate tier if you can get 100% Friendly votes in that game, the sticker of the tier you earned is random focusing on a sticker you do not have already and extra focus on a sticker you lost to gain it back again, stickers are given or taken away once everyone has left that post-game lobby.
Sticker Tiers to Points: Tier 1 = 1 Point Tier 2 = 2 Points Tier 3 = 3 Points Tier 4 = 4 Points Tier 5 = 5 Points Ultimate Tier = 10 Points
So what is going on here is that you gain a tier of sticker based on your Friendly/Unfriendly rating that the players of the game gave you (1 person is +/- 1 if they voted) and the system assumes you deem yourself Friendly so every game you are almost guaranteed a tier 1 sticker at the least unless someone deemed you Unfriendly and in that case the two neutralize each other and nothing happens (nothing gained or taken away).
So if you got 2 Unfriendly and 4 Friendly [this includes yourself] you have a net total of +2 points for a random Tier 2 sticker, you can get multiple stickers received or taken away, like 7 Friendly will grant you a tier 5 and tier 2 stickers at random where as 7 Unfriendly and your 1 self-Friendly will be -6 points for a Tier 5 and Tier 1 sticker to be taken away at random, if you have no Tier 5s then it will shuffle around depleting the lowest number of stickers for the cost of your punishment.
Of course reaching zero stickers to give will have you pay your punishment in a timeout based on severity of the players of the game gave you, which tentative to change, will be somewhere between 1 hour to 24 hours as an example.
Ultimate tier stickers can only be received with 100% Friendly rating and taken away with 100% Unfriendly rate, no ultimates means an equal value of 10 points of stickers will be taken away. If you reach this tier on a Friendly scale that means you are more than likely a shining star of League of Legends because of how rare it is to get 9 people (5 for TT) to like you, and reversely you must have done something super terrible to get all 9 people (5 for TT) to hate you that much.

What are the benefits of stickers?
In the client side, you will have a new tab in your Profile that is your Scrapbook allowing you to arrange and re-arrange the stickers you have collected anyway you like and anyone can see your collection to see what you have accomplished!
In the client side, you can select your favourite sticker as your Summoner Icon, and you can change this out for a different one whenever you want, so you can show people on the forums and in the loading screen your accomplishment and what you have earned. And Imagine having an ultimate sticker, people will probably be super excited to have you in their game when they see it because it should mean you will make that game an enjoyable place to be for everyone (since everyone enjoyed your presence for you to earn it in the first place)!
On the forum side, you would be able to go through your collection and use stickers on your comments and posts, if you wanted to that is.

Besides being a reward system at the end of every game and a potential punishment/reform system, what else will stickers do?
First off I will mention that upvotes and downvotes will be changed slightly. What I mean is that they will no longer be by the title and only inside the post at the bottom right of the post where all the upvotes and all the downvotes will be visible at the same time, so back to how they used to be. This should help with people upvoting and downvoting by clicking on the post and reading it rather than just reading the title, also should help with people not having an opinion until they read it themselves. Also you can no longer upvote or downvote your own comment or post.
The other thing is that downvotes will cost 1 point of sticker (so a tier 1 sticker) to reduce troll-power and mindless downvoting, downvotes having a small cost will mean that they should hold more weight and taken more seriously.
Now you can earn stickers on the forum as well by participating in them, but ultimate stickers cannot be earned sorry. So you can gain stickers by earning upvotes from unique users on your comments and posts, the same user can only count as 1 point per month (to reduce exploit cases) and upvotes from the same IP do not count (sorry for those that have siblings or living with friends, but smurfs/multi-account users will exploit this otherwise). The earning rankings on the same comment or post is as followed, +1 grants tier 1, +3 grants tier 2, +6 grants tier 3, +10 grants tier 4, and +15 grants tier 5, it cannot go beyond this so you can gain a maximum of 5 stickers from high quality comments and posts that the community deems as high quality. This means you have to put thought into your posts and comments for stickers and they are not just given freely (unless you get lucky and super generous people happen to be on at that time).

What happens if I reached the maximum amount of unique stickers available?
Do not worry your pretty little head, I got you covered!
So to keep the motivation on-going and keep a mystery element to the stickers of "What will I get this time?" new stickers will be added in every patch stating how many of each tier have been added, but not showing what they look like, so you either have to find someone that earned a new sticker that just came out or just earn it yourself!
But that is the beauty of a system like this is because new content can constantly be added and always has that Christmas morning feeling to find out what sticker you just got after the end of every game or producing good things on the forums! And the system being on-going means you never get tired of it since there are always new stickers to try to find and collect! So no cap and an unique system you cannot get any other way means it should be the most effective way to encourage players to make the game more enjoyable for others since motivation rewards, especially for North America, is a great way to keep players interested in it forever; and those that do not really care and be toxic have to care about it a little bit otherwise they will have more timeouts than actual playtime, a lot more timeouts.
So be pleasant and have others have fun around you or you are not allowed having fun with the game yourself because you are not allowed to play it very much. Also this helps resolve cases like a certain name which just recently happened without resulting in a permanent ban, they would learn to not be toxic or suffer the consequences with a system that should feel fair and effective reform methods (permanent bans will only result in elo boosting/boosted accounts or straight up cheating, which reports are completely separated from this system and less reports means Riot can properly review cases to make better judgement calls since the community can police itself with this system; inappropriate summoner names just means Riot forces you to change your name to something else).
Also without permanent bans means players will not make new accounts and ruin the new player experience, so experienced players will stay away from the realm of new player territory, or at least greatly reduce the number.

I believe that is the blunt of it that I wanted to discuss and share with everyone, but knowing me I could be forgetting something obvious I left out.

P.S. Forgot to mention timeouts will be IP wide so they are more effective and people cannot go smurf hoping since the account that got the timeout and every account on that IP will all suffer together, allowing a more effective system of having players think of their previous actions of that last game and change their ways or the same thing will keep on happening when their timeout ends. The only exception is if the account got timed out at an internet cafe hot spot, in this case only that account is timed out since there are other paying customers that could also be playing League of Legends.
