Yup! If his helmet is lifted up, he won't have the voice filter. :]

Yep. I'm honestly a bit sad he doesn't just have his helmet of permanently, not a big fan of the filter (the rest of the skin is just too good though).

@Sneak Dog Perhaps you can use one of the emote commands to take off/put on the helmet, changing his voice filter. Similar to Night Hunter Rengar's toggleable hood, Neon STrike Vi's toggleable Goggles, and Heimerdinger's toggleable walking animation.
