This is a pretty awesome skin, I did a similar one for syndra I'd love if you would check it out and maybe give some feedback! Thanks http://boards.na.leagueoflegends.com/en/c/skin-champion-concepts/oFAWgxY0-community-tell-me-your-skin-ideas?show=flat&page=170

Especially considering the fact that Pacman's a classic, more classic than Mario, Sonic, and maybe Mega Man, fucking make it!

Thank you all for the nice comments! :D

anyone knows where I can send it to Riot?

IronStylus has his very own discussion/ board that you can post this concept in: http://boards.na.leagueoflegends.com/en/c/skin-champion-concepts/oFAWgxY0-community-tell-me-your-skin-ideas?show=flat&page=27

This is the only way to "send it to Riot", other than posting it here :)
