Ringo, the Real Bounty Hunter

note: while MissFortune does have the Bounty Hunter title she is more of a Fortune Seeker than an actual Bounty Hunter.

backstory: Ringo has traveled all over Runeterra seeking out and claiming bounties in nearly every city. from Freljord to the north to Bilgewater to the east. no bounty goes unclaimed while he is around. when he sets his sights on a target he will use every skill he knows to track them down. allot of locals call him the Bounty Hunter and so he went with it. no matter the job, he always has his trusty 6 shooter revolver to help him.

role: ADC.

passive: Bounty Board. he himself cannot get a bounty. instead when a champion with a bounty slays him they claim their own entire bounty. likewise if he gets a kill on an enemy with a bounty he claims all of it (none of the 1000 cap crap). if he assists in taking down an enemy with a bounty then the entire reward is split between him and the killer, and a second assist if applicable.

Q: Ricochet. Ringo fires a shot at a target (or wall) and it bounces off to hit the closet target or wall. if there is another target or wall nearby it bounces to that target. the shot cannot bounce more than 5 times and cannot bounce off the same enemy twice. (but can bounce off of walls repeatedly)

mana: 20 at all ranks. damage: 15/30/45/60/75 +AD. cooldown: 10/9/8/7/6/5 seconds.

W: Dynamite. Ringo throws a stick of dynamite at a location and after 3 seconds (or being shot my Ringo) it explodes, dealing 30/60/90/120/150 damage to all nearby targets. Ringo can be damaged by the dynamite if too close to it. can carry up to 3 sticks at a time.

mana: 10/15/20/25/30. cooldown: 2 seconds at all ranks. ammo recharge: 20/16/14/12/10 seconds.

E: Persistence. Ringo rolls in a direction, shaking off all crowd control debuffs (even suppress and airborne) and for 2 seconds after the initial roll gains 10%/20%/30%/40%/50% resistance against future crowd control debuffs. basic attacks reduce cooldown of Persistence by 5%.

mana: 20/40/60/80/100. cooldown: 90/75/60/45/30 seconds.

R/Ult: Reload. Ringo takes the time to reload his gun out in the field. in doing so he cannot move or basic attack for 6 seconds. but afterwards all non-ult cooldowns (including Active items and summoner spells) are refreshed.

mana: none. cooldown: 180/120/60 seconds.

I think there is a problem with his R, since Q and W both can have 6 seconds cd(40% CDR with 10s = 6s, 40% CDR with 5s = 3s), so the only things you REALLY refresh are his E and his summoner spells. And refreshing summoner spells is BASICALLY an instant ability of Zoe's(as you can use like 6 in one team fight). Seems extremely weak, especially while not being able to attack or move during the 6 seconds. If you changed it over to 1 second, then it might be useful as a kind of Zilean Refresh on Steroids. Basically you reach level 6 and can then shoot off all abilities twice every so often. Either that or you'd need to increase all of his cooldowns by a lot.
