New Inspiration Rune?

A new keystone for Inspiration that makes ability scaling adaptable with an overall damage reduction penalty. For instance, if you want to go full AP Varus then your abilities would no longer stack of AD they will stack off AP. If you sold your items and built AD the your abilities would build off AD.
