[Champion Concept] Matteus, Vigilante of Zaun

Matteus has taken it upon himself to cleanse Zaun of the corruption and injustice that plagues the city. Using a Plasma rifle of his own design, Matteus patrols the streets of Zaun eager to find villainy.

Attack Speed Lvl 1: 0.638 A/S: Growth: +3.3% Lvl 18: 1.0

Armor Lvl 1: 22 Growth: 3.4 Lvl 18: 79.8

Magic Resist: 30, no growth

Passive: Plasma Burns Matteus Has no mana. Instead, Matteus has a pool of 100 Heat.
Basic attacks raise heat by 5. Basic attacks gain bonus physical damage (equal to level for every 10 heat) + 5. Additionally, whenever Matteus gains heat, they gain movement speed equal to half of current heat for 4 seconds.

Q, Charge Beam: cooldown: (12,11,10,9,8) sec Matteus Begins charging beam for 1.5 seconds. Matteus loses half of movement speed until Charge Beam fires, or is hard cc'd. When the charge ends, Matteus fires a fast projectile that is 25% longer than basic attack range (base 725), and damages each unit it passes through. This ability does two times basic attack damage, and applies on hit effects twice. (including Plasma Burns heat and damage) If the ability is activated again before the charge is complete, The ability fires with normal auto attack damage and only applies on hits once.

W, Overheat: cooldown: (20, 17, 14,11,8) sec Resets basic attack. For (3,4,5,6,7) seconds, Matteus gains twice the heat from basic attacks, and passive damage is doubled. Goes on CD after effect ends.

E, Explosive shell: Range; 650 cooldown:( 14,13,12,11,10) sec Matteus fires a concentrated plasma blast that explodes in a cone on impact with enemies or environment. The cone extends an additional 400 range. Does not explode if it does not hit anything. Deals (30,50,70,90,110) + (,80,90,100,110, 120% of ad) + 60% ap to all enemies caught in the blast. Gains passive damage from Plasma Burns.

R, Plasma Bomb: Range; 600 cooldown( 100, 85, 70) sec Matteus targets an area nearby to jump to, then throws an explosive charge at his feet and leaps to the chosen location. The charge explodes as he jumps, sending out beams (12) in every direction that travel up to 700 range.Enemy champions that are hit by a beam take (100,200,300) + (130% ad) +(130% ap) and are slowed by 70% for 3 seconds, decaying over time. Enemies can only take damage from one beam. Each enemy champion hit generates 10 heat. Plasma Hyper-Charge can also be cast without jumping if the jump location selected is within 150 units of Matteus

I think he might stand too close to Ekko in the narrative angle.

Otherwise, Matteus seems too much like a futuristic first person shooter character, with no real hooks or personality.

The abilities are not very fleshed out. Does the Heat bar do something other than ramp his power? What is the intended gameplay on his ultimate?

Some of the changes that I would make to this are as follows:

Passive

Would specify that this damage is dealt as a burn over 2 seconds, and buff the damage a bit from it and make it deal initial and a dot. I would also remove it from auto attacks, and just make it on abilities.

Q - I would completely change this ability to instead deal damage in a line. In addition, all things hit by this ability leave plasma in a trail behind them for the next X seconds. If someone walks over this plasma, they gain the passive.

W - Remove the doubling damage aspect of it, and instead make it give bonus attack speed, as well as applying the passive on autos for the next X seconds.

R - It seems to be all over the place as is.

I would refine it down to something like this

Launch a plasma bomb in the air. When it lands, it explodes, slicking the area in super-heated plasma. This plasma deals large damage per second to all enemies in it, as well as applying the passive. If an enemy dies while in this plasma, there is another small plasma explosion, doing the above again, but in a much smaller area.

As it is, I feel like the champion idea has promise with the passive, the issue is that he seems all over the place, and isn't thematically cohesive.
