Champion Concept: Berk, the Noxian Guard

Innate: Efficient Berk gains a stack of Skill every time he successfully uses an ability (with a maximum of 60 stacks), which improves his abilities when he reaches a certain amount of stacks. Berk will lose half of his stacks every time he dies.
Q: Pacify Cooldown- 14/13.5/13/12.5/12 seconds Range- 500 Berk throws a set of manacles in a target direction, dragging the first enemy hit closer to him, Silencing and Disarming them for 1/1.25/1.5/1.75/2 seconds, tethering them, and preventing them from moving further than 500/450/400/350/300 units away from Berk for the duration. While the enemy is affected by Pacify, Berk has 50/45/40/35/30% reduced movement speed, but can drag the Pacified enemy around when he moves. Pacified champions can be freed by having one of their allies break the tether by attacking it.

W: Single Out Cooldown- 16/15/14/13/12 seconds Range- 600 Berk shouts at a target, slowing them (30/35/40/45/50%) for 2 seconds. For 2 seconds, Berk becomes ghosted and has increased movement speed (30/35/40/45/50%) while running towards the target.

E: Beatdown Cooldown- 24/22/20/18/16 seconds Range- Melee Berk's first basic attack against an enemy will root himself and his target for the duration of this ability. Berk's following basic attacks against the rooted enemy will deal increasing bonus physical damage at a rate of 10 (+10% AD) damage per attack, up to a maximum of 50/60/70/85/100. Activating this ability again will cause Berk to disengage with his target, slowing both of them by 20% for 1 second.
8 Stacks: Berk is no longer slowed when he disengages 20 Stacks: Reduce the target's attack speed by 10/15/20/25/30% 40 Stacks: The initial strike against the target enemy will stun them for 1/1.25/1.5/1.75/2 seconds
R: Hard Time Cooldown- 180 seconds Range- Personal For the next 5/6/7 seconds, Berk's basic attacks deal 30/40/50 (+20% AD) bonus true damage, and enemies he kills or assists in killing during this time remain dead for 5/7/10 additional seconds.
