Mulligan, the puppetmaster

Mulligan is a marksman who, instead of using mana, has prerequisites he has to meet in order to use abilities efficiently. Though he has no mobility himself, he exells in manipulating the positions of his enemies, laying traps, and dealing damage safely in a fight.
Passive: Weaving Basic attacks and abilities mark their targets with stacks of "Wire" up to 5 per target (2 on allies), tethering them to whatever the wire came from. Mulligan may basic attack any target within 450 range of a unit marked with wire. Wire stacks last 10 seconds, afterwards falling off one per second for 5 seconds, before all stacks are lost. If the tether is broken, all wire stacks are instantly lost.
The tether range is 900, but is reduced by 75 for each intermediary target, down to a minimum of 450
Q: Razor wire no cost, 4 second cooldown Lashes a wire in a line (900 range) dealing 50/70/90/110/130 (+.7 AD) physical damage to all hostile units hit. If this hits terrain, the wire stops, applying a wire to that peice of terrain. This may hit allies, applying wires but not damaging them. If multiple units are hit, the first target is tethered to Mulligan, the second target is tethered to the first target, et cetera.
Bonus: If the target already has 3 or more wires in them, their tether is strenthened for 3 seconds. Enemy units who break a strenthened wire are dealt 3/4/5/6/7% their current health as magic damage over 3 seconds. Allied units who have a strengthened tether may not be forced to break the tether by crowd control. (Ex, blitz hook will not pull them past the maximum tether range. If they are rooted at the edge of the range, Mulligan will literally drag them along with him.)
W: Tangle no cost, 10 second cooldown
Enemy cast: All wire-marked hostile units in a 45 degree cone (global range) are dealt 20/30/40/50/60 (+.1 AD) Physical damage per wire in them and are pulled up to 40/50/60/70/80 units (per wire in them) towards a target wired unit (Whom the cone is centered around) over 0.5 seconds, being snared for the duration.
Ally cast: Forms a knot of wire around all allies near a wire marked target, shielding them for 20/30/40/50/60 (+.01 AD) per wire stack on them for 3 seconds. Mulligan, if caught in the knot, is shielded for 100/125/150/175/200 (+.05 AD) for 3 seconds.
E: Whiplash no cost, 14 second cooldown
All enemy units linked to a wired target are dealt 75/90/105/120/135 (+.4 AD) physical damage and are knocked 200 units away from Mulligan.
R: Hook, Line, and sinker no cost, 150/140/130 second cooldown
1st cast, Hook: Throws five enchanted knives in a ring around him (530 units around him), where attack nearby enemies, dealing 125/175/225 (+.2 AD) Physical damage to all enemies caught in the ring
2nd cast, Line: Marks all units in the ring with wires, dealing 50/60/70 (+1.0 AD) to all enemies.
3rd cast, sinker: All enemy units directly linked to Mulligan are rooted for 1/1.25/1.5 seconds
Lots of damage and crowd control, at the expense of low base stats and mobility.
