What are you talking about? This could totally be done. Riot dances around copyright issues all the time. Some of Riots best skins are references to other video games and copyrighted material. Just to name a few for example:

Listing the skins that aren't inspired from references of copyrighted material might actually be easier. So making a simple Pikmin inspired skin for Bard that doesn't have copyright issues should be a piece of cake.

They indeed did these stuff but they can't, copyrights are very complex. But I'm sure this wouldn't be able to become a idea its too close to the original idea. Sure, King Rammus: Bowser is a skin, but he doesn't breath flames or anything. Thats why that skin was "able" to be a skin. But this would be wayyy to close to the ORIGINAL thing.
