Novo, the Shape-Shifter

I don't know why I thought of this, but I thought a Champion who could use an enemy champion's move against them would be cool.

Background: During a cloudy night over Morgon Pass, a meteor crash lands in Runeterra. The Minotaurs believed it to be a shot fired over the Great Barrier as a sign of war. Many Minotaur troops are lined up at Morgon pass, prepared for battle. However, no other shots are fired. The troops investigate where the meteor hit to see a silvery-white liquid ooze forth. They get ready to battle this other-wordly foe when it morphs into a Minotaur, identical to them. Confused, the Minotaurs bring him home and welcome him as a guest. He transforms into anything they wish, to gather food, to scare predators, and to conquer enemies. They saw him as a pet, but the creature was smart, and it lashed out at them, destroying any Minotaur that stands in his way.

Name of the Champion: I'm thinking about calling him Novo, but I was also thinking of giving him a name with a number.

Visually: I thought this champion would look the best with monochromatic white. Some Concepts would be a Dusk (Kingdom Hearts) or a Starman (Earthbound). He would be very loose and slithery, his motions nearly fluid.

Abilities: (Auto-attack: Melee) Passive: Every time Novo is affected by a spell, His corresponding ability's cooldown is reduced by 10% of its CDR. (If Novo is hit by a Teemo Q, his Q is reduced by 10% of his Q cooldown. This does not count for some toggle, transform, etc. abilities. For example: Teemo E, Jayce R, Azir W) Q: Novo jumps and then transforms into a Meteorite and dives to a targeted location. He deals Magic Damage and slows all enemies in the AoE. W: Novo becomes untargettable, impassible terrain. (like a smaller Anivia W. I was thinking of making this like a Stone Kirby ability, where he turns into a random rock or statue.) E: Novo dashes in a line, dealing damage percentage health to enemies he passes through. (This is a good gap closer, but I feel like he might benefit more with more crowd control effect/damage output.) R: Novo copies the Ultimate Ability of the Targeted Champion. He also copies the stats of said Champion at that time. Novo then has a limited amount of time to use this copied ability with the copied stats.

Ult Notes: I'm also having trouble deciding whether he should turn into the Champion he targeted, or if he should remain the same. If he remained the same, he would need all sorts of animations, so I guess I'll have him transform when he uses the ultimate. If he copies a champion with a transform ability, he will transform into their second form-the one they do not start the game as-for 30 seconds. If he copies a Teemo, he will have 3 shrooms to place If he copies a Rek'Sai, he will Burrow to a ward Other questions? Comment below.

Role: He might be a good support or jungle, so he will probably be a little tankier. He would need blue first if he were to be a jungler, and probably mana items if he is a support. (He has a good gap closer and wall combo, as well as a crowd control effect)

Friends: (Mostly because they're guys can transform. Nid and Elise aren't dudes) Rivals: (He basically wants to wipe Minotaurs off the face of Runeterra, so...)

Lastly, I think there should be an event between Alistar (Vengeance) and Novo (Genocide). Like the Kha'zix and Rengar event, they should try to kill each other 1v1. Whoever wins gets a buff for the remainder of the game, probably a massive increase in defensive stats.
