I’ve been wondering this for a while now and after I hit M7 with Nocturne I’ve been thinking... his kit is pretty... eh. Like his Ult is amazing. The spellshield is wonderful and his fear is pretty cool. His Q is nice for early game duels but for some reasons I feel like he needs a rework.

If the champ hasn't been tinkered with continuously like Lux/Ahri/Riven or been made or remade fairly recently, it's safe to say they need a rework.

Yes, he is part of the tier 1 VGU list, he needs one.

Yeah. He needs one. Not super bad, but he does need one.
His kit is a lot of point and click stat-checking for an assassin. His Q is really easy to land (basically impossible to miss after ult), W is point and click, passive is just an AA enhancer, and ult is a point and click dash.
Making his ult's dash a bit more like Zac's E in terms of usage would be more fair. Has to be aimed, and gives them time to react, while not letting it be a get out of jail free card. Make his W a skillshot as well (along the lines of LB's E), and then buff/change other things to compensate. Now Noc has more skill potential, and gives his opponents an opportunity to do something against him.
Yes, from my perspective he's too stat-checky and doesn't have much in terms of mechanical counterplay. When he's strong theres not much you can do against him, and when he's weak there's not much you can accomplish as him.
