it is affected by cdr. So 66s minimum are good in my opinion

Its job it not to hurt enemies, it's to bait out their abilities and summoner spells, while also tricking them into thinking you're actually about to all-in them. In situations like the above video, it can even block skillshots at GLOBAL range.

66 seconds is fine for a strictly visual ability. Not only does it not affect the regular CD of her ult (only the RR combo has that CD), but no other ability in the game can bait out flash without doing anything to them.

While gangplank can apply global pressure as well, he doesnt get his ult back up in 30 seconds to fight his lane opponent afterwards.
