I really love the aesthetic feel and idea of this scheme, but his tentacles appear to be suffering from nocturne trail-itus. The glowing trails for tentacles were a rad idea, but holy shit do they look awful at joints. Everything else about the skin is amazing, but when the camera turns just right (or wrong) the tentacle bends over itself sort of, and it just looks a little messy. You can see it in OP's first picture.
As I was looking at the PBE notes, and seeing the different champions skins, I was thinking to myself, "of course there's no Vel...oh sh!t that skin is awesome." He's one of my favorite champs to play as landing full combos just feel very satisfying, probably why I like playing other champs like Malz. Can't wait to pick that skin up though, really cool looking design.

At first I thought it was some kind of another mechanical but when they posted what it looked like in game i was like "My wallet is ready"
I like the idea of it being a non-corrupted for justice theme like they did with Varus and Aatrox! I hope we see one for Thresh some day :D
his ult isnt quite as satisfying in this skin i thought it would be cool if they gave him the sound effects the angels from evangelion make when they laser.
i expected this to be an Arc Light Vel'koz.
something like that skin of Varus, since they share alot of visual effects

I think it's amazing , also, am I the only one that thinks it look's like an angelic sort of them?
The spell effects are really disappointing :| They don't have that same brutal quality (I know that's probably the point but to me they just feel wrong)
It's okay, I think it belongs as a 975 though. It doesnt offer what Battlecast does. Also: not Flying Spaghetti MOnster--dont want.
I personally love it. It doesn't seem to be getting as much hype as other new skins and updates, but I think it looks awesome.

I do like, i think the laser needs to be on par with the "blow torch" of his BC Skin. His W is kinda wonky too, i feel it would be hard to see in a high combat situation. his Q is sweet and his model is pretty damn good if you ask me
I like the tentacles but dislike the main body.
If it was angelic rather than robotic I would buy instantly but unfortunately the robot theme is just so saturated.

Well, another name change occurre. I liked "Arbitor" over the move to "Arclight." I understand why, it's to relate it to Varus' theme, but I mean, it's a bit too bright I feel to fit. And his mask (or rather the armor around the single orb) makes Arbitor fit. I wish they would consider the final name before showcasing the skin, but I guess that's what the PBE is about.
Amazing skin, but i'm still casually waiting for a Zac skin...
Now just give him a higher base MS/mobility and he'll be playable :^)
Sick skin though. Wish they'd make more like this.
