What has more priority?

Champ who have few skin or champs who have't receive skins in years? Or they should be the same.

I just want to know what does the people think.

Zed and Zac have only two skins (permanent) vs Kassadin and Kennen who hasn't have a skin since 2012

I think that champions with only one or two skins should have priority, but yeah, it's always nice for champions that haven't gotten a skin in a while to get new ones.
