A former priestess bound to her divine source, Rei is now bidden by Kami, her god in a mortal, wolf form, as it seeks to return the world to a state before her millenia long slumber.

Rei blinked briefly, as she watched the winds sweep across the valley. They were unusually harsh, for autumn was not quite over, yet the orange—brown leaves had already settled upon the forest floor like a mat of gold. They swept too, across the skies, their bodies twisting and shifting with the currents of the wind, billowing and moving in pure artistic form. It was, after all, a shame, she thought to herself that Tenebh and the rest of her usual guardians were not to here to witness this alongside her. Even then, she knew in her heart, that they had done what they had to do, what they thought had been prudent, wise. She had made herself believe the same. “We have to stop them at the foot of the mountain, at least, or some other defensible position. Here...well, we're just too exposed, and if – when they siege us, we will have no recourse. Our forces are spread far too thin regardless, and the bulk have withdrawn to protect the Presidium.” She winced at the thought, dismissing it, for it could not be true. Here, the air was as pure as ever, fresh from the dark scents of war and it's horrors.

She turned away. Rei did not want to believe it – but she had seen the crimson ranks as they had marched through the forest, and she knew that they had failed. It would come to this. She would have to give it all up, to become the thrall of some vast, sprawling empire. It was impossible to conceive the idea – even the premise of such an act. She had to resist, even if it meant her death, for it was her sacred duty, the ideals which she had been devoted to ever since she had been sent here. Pacing back from the ridge, she walked back along the path, the blossoms on either side raining down as if they were weeping tears of pink and violet. Curious, she thought. It's almost as if…the air can sense my very emotion. Rei paused ever briefly, to consider the prospect, but it was not to be. She strode with purpose as walked through the gilded doors of the shrine, turning, as she walked the long, illuminated halls, each meticulously decorated with vast paintings of scrolls, scribed timelessly in ink, her every footstep heavy and cold with the gravitas of what was to come.

Rei emerged once more into the daylight, standing before an almost life-like statue of a wolf reared on it's hind legs, it's front paws clutching a sword, though she could see that there were almost seemless cracks hewn into the blade. She removed it with a deft motion, as she forced herself to be calm. In more peaceful times, there would have attendants waiting on her, making sure everything was right. But in more peaceful times, the ritual wouldn't have been required. She permitted herself that much – for she feared it might be her very last. She looked to the few guardians that remained, who stood with perfect posture, ready for her to begin. She glanced once more at them, and as they nodded as one, she began

She held the blade in both hands, steadying herself to stop the shaking. Rei began to speak, moving the blade as she did so. “I, Rei, first-chosen amongst the shrine, call upon the protector to rise – to save us.”

She continued, only this time, in a mystical language, swirling the sword around her as she did. Her motions were swift, precise, each and every one carrying a distinct motion, though one that was as deadly as it was beautiful. She moved in and around each of the guardians that had surrounded her, each of them speaking their own parts in the lowest of tones. They knew their parts. They would fulfilll them.

As she danced and chanted around the statue, Rei could see the air begin to thicken, the clouds drawing closer to her and her companions, and she sped up in unison. It had to be precise, for any mistake – any misstep at this stage could wreak horrible catastrophe.

Returning to the front of the shrine, Rei, speaking once more the language of man, shifted the blade so it pointed up, before methodically drawing a full circle. “Great peril is upon us – grave danger – that which threatens our integrity. For it is time.” She let it fall, the blade impacting the ground, before sweeping in up, and spinning a full circle, ending with the tip pointing back at the wolf statue.

She shook just a little, as she felt the air thicken around her, the ground shaking somewhat beneath her feet. A great rumbling could be heard, and the smell of ozone filled the air. Rei herself could barely see, though what little she could, told her of the the light now emanatating from the statue, the sheer sharpness of something so visceral, then the screams of her companions, as the light enveloped them, the sword itself having almost a mind of it's own, shattering along those thin lines, burrowing and slashing until those who had stood beside her, guarded her, helped her with this, were nothing but faceless abominations of fabric and flesh. Suddenly, a bright flash, and she could feel herself as she was lifted on her feet and slammed into the wall behind her.

She could hear a voice, female in essence, though dark, dominating and thick with discipline. “I have returned...” Rei tried to open her eyes, to see who -what she had summoned, what she had caused. And then she did. For standing on the dais, was the wolf, yet now, it had been given form, flesh, essence. The sword floated above it, turning slightly, fragmenting and reforming in endless motion.

Rei hoped that it had not seen her amongst the rubble of the once pristine garden, but she could stop a whimper from escaping her lips. It turned to her. She tried to turn, to shift away, but a great pain ripped through her body, causing her to cry out in agony. Looking down, she could see a large splinter of wood had pierced through her robe and body, almost impaling her through the abdomen.

The wolf leapt off the dais, landing cleanly before her. Though it move it's mouth, she could the voice cleanly in her mind. “You...”, it began, “You have returned me to form.” The voice was harsher now. “Why?”

Rei's voice was ragged, short and quick. “I...there...is a force. An army seeks to strike the temple.” She paused, for the pain had briefly overcome her. “It seeks to strike...at this temple...to take the relics.” She slumped back down – for she could feel her strength leaving her.

“Is that so?”, it replied, Rei detecting a hint of amusement in it's tone. She could feel it laugh, it's power emanating through the air. It paused, before turning to her. “Regardless...I require an anchor in this mortal realm.”

Rei was dazed for a moment, before acknowledging the truth in it's words. “M-me?”, she stuttered. “N-no. I-I cannot – will n-not.”

It's voice was harsher now. “Your consent is not required”, it boomed, the air around her echoing it's sentiment. “SUBMIT”.

With a rush, Rei could feel it's force shifting into her, as she backed away, or tried, to, only pushing herself further against the wall as it happened. She tried to resist with both soul and mind against the relentless onslaught of pure energy. She tried to scream, but it was overwhelming. She could see it overtake her, the surges causing her to convulse and shake, but just when she was about to give in, it relented.

“Do you seek to fight that which you gave form?” Rei could hear the sheer glee in it's voice, it's thickness, and most of all, the darkness that lay within. What have I done?, she thought to herself, panicking, backing away, if only she could.

The wolf almost seemed to read her thoughts. “You, you have only given form to that which should have had it eons ago. For I have slept countless years, waiting. It is only natural that I, above all, require sustenance. And perhaps, after, balance.”

Rei shifted uncomfortably, though every action brought her pain. “P-p-please….you – you don't have to do this. I-I can return you to that form…to...” She stuttered briefly. “Th-that form.”

It laughed again, a voice of confidence, arrogance, and malicious glee. “And what would convince your inferior mortal mind, that it, the prison, in which I was bonded, that which I would wish to return?” It paused, smiling with those wicked canine teeth, each sharper, and whiter than the next. “No. I shall have what I want. I will have it. No matter your wish.” The wolf shoved a paw right up against Rei's chest, impaling her further upon the splinter, causing her to scream and whimper in pain. “Perhaps...more pain shall hasten the end.” It paused again. “Or perhaps the point at which you can no longer resist I, that of the divine form. I shall take what I require, and you – your puny mortal objections, are nothing, not even your rights, your will, compared to what I am.

Rei struggled by her lonesome, searching for something, anything, with which to resist the dark creature which now stood before her. Yet, even then, it had appraised her thoughts before even she.

“Resistance is futile”, it spoke once more. “I will have what I require”. With that, she could feel the surge of power once more against her, the bolts of fire and lighting shooting up her spine, only this time, she was defenseless, having expended her energy earlier to resist. She screamed to the sky, willing, wishing for it to stop, but she knew, above all, that it wouldn't. On what cosmic scale would she ever compare, in any, possible way? It was impossible. As it continued to pour itself into her, as she lay there, weak, defenseless, bleeding. Rei could only give in.

It sensed the sentiment. It's voice was now “Excellent, for it is complete.”

Rei tried to speak up, to voice the dangers that approached, but strangely, she could not. She tried to lift her arms, but they remained pinned by sides. Panicking she tried to move, to flail, to do anything, but it was pointless.

“Ah”, the wolf now enunciated. “Your body, your form, it is now mine. It moves alone, by MY will. Struggle all you like, but I am in command.” It turned it's head away, to gaze down the mountain pass. “These are the enemies you spoke of. Curious..”, it said, as it bounded down the stairs to meet them.


Brilliantly arrayed before them were the crimson ranks of the Noxian division which had come to seize the shrine and the treasures that lay within. Rei had deduced that from the mind of the wolf - Kami as it termed itself. She wished to call to the soldiers to flee – to run – to escape the coming oblivion that they had so obliviously walked into, and yet she was powerless in her own body, as she watched them march to their doom.

The forces, led by a man with a crimson helm and plumage greater than all the rest of them, carrying the largest spear, though riding the same mediocre horse, held up his hand, and soon, each and every one of those that followed ground to a halt, prepared for battle, though they expected none. His tone was harsh and grating, though it was arrogant, unbelieving, and, above all, ignorant.

He gestured at Rei, pointedly ignoring the wolf that walked beside her. “You there. Girl”. He paused, as if to emphasise the clarity of his last phrase, as if it signified that she was nothing compared to him, a different race, an inferior one.

Rei spoke, and the words were her own, the will behind it was not. “There is nothing here to seek. I beg of you, turn back.”

He sneered in a contemptuous tone. “Ha. As if I'd believe that, what, from some little girl and her little white dog.” Rei, though she could do nothing, now felt the anger that bristled through Kami, at the mention of 'dog', the silent rage masked so beautifully by the silent, sleek smoothness, of it's brilliant fur.

Rei could hear herself speak once more, though the words were not her own. “I-I see you know what you seek. I-I have it...” She paused, and she could feel Kami utilising it's power, though she knew not the source, nor the object.

The man was impatient, his filthy broken teeth, grinding what little was left of it. It was evident. His tone now betrayed not only anger, and impatience, but misogyny. “Well?” he demanded.

“Here.” The wolf itself spoke, and the man, for all his made up courage, backed away, and tried to kick at Kami. It smirked, baring it's needle-sharp teeth, and growled in a most triumphant fashion. Rei herself could hear a faint whistling in the background. Suddenly, an arrow of pure light burst through the temple, and embedded itself deep in his crotch, causing him to stagger back, a fountain of blood bursting from the wound as the man let loose a scream of pure pain and agony.

Kami spoke once more, only this time, from it's wolf form. “Isn't it curious, to witness how mortal shells react when their favourite toy is taken from them?” It's voice was full of gloating, gleeful joy at the occurrence. “How...one changes, when that which inspired it – that which gives it confidence, bravery, traits in most cases admirable...are removed?”

It walked over, to where the man lay bent over, whimpering desperately, what little bravado quickly deserting him. Yet even then, he shouted an order. “F-fire now. B-bring this abomination down.”

Kami once more, smirked, as Rei braced herself internally, ready for the barrage that would come, iron arrows piercing the flesh, rending her into a hundred pieces, perhaps, even enough to free her spirit. But it was not to be.

NO”, came a sudden boom, loud as a peal of thunder. She could hear Kami's voice now, as it rumbled through the valley. She had not noticed it earlier, but a veil of mist had descended upon the valley. The arrows themselves froze in mid-air.

She could hear Kami's laugh now, as it echoed throughout the valley, deep, and dark. It turned, to face the man once more, who was writhing in pain, now even more so as the wolf lay its paw, claws extended, upon the man's scalp. “You...in your ignorance, your blindness, would DARE to strike a god?” Rei could not hear the whimpered reply, for it was lost in another scream of pain, as it sunk it's claws deep into the once proud man's eye sockets, twisting and turning it, irreversibly rending the flesh. It spoke again.

“And...as to those who would stumble equally blindly, well, they shall have their dues.” Rei could feel the power that emanated from Kami as it thrust the blade magnificently in a bout of psychic energy, then the screams, as the arrows began to fall down on those who had fired them, their iron tips rending their eyes torn and broken. It was, however, precise almost to a fault, as they had only pierced those who would have harmed the white wolf.

“Your...noise, though an accurate is acknowledgement of my power, is displeasing” spoke the wolf, as it ripped the tongue from the exposed mouth of man, reducing to him to gagging and choking.

The army, once sharing a heart with their leader, was now torn by indecision. Half were shaken with fear at the display of power, yet the other half were resolute. Rei did not need to think it, for the wolf knew this as well. It smirked once more. “You, mortal foremost, have witnessed true power. Fight then, or flee.”

It was all that the shaken half needed to hear, for they quickly dropped what equipment they held, running, as fast as they could. Every here and then, a division leader attempted to restore order, but their hearts weren't in it, and those who wanted to run, ran. The wolf projected it's voice and laughed, a deep, gutteral laugh. “For those run are cowards. And such a crime, such a weakness, must be removed.

Rei could only watch as she saw the shards of the shattered sword float, then whisk with speed into the mist. She could barely track their movements, for it was dark and difficult to see, but the shouts, the yells, the begging, and the woosh of the blade shards was all she needed to hear. They would not survive. No-one here would. She, herself, Rei concluded, was here only in spirit.

What remained of the Noxian force locked shields now preparing to charge, witnessing the horrific deaths of their comrades, no matter how cowardly they had been, for they had to know that death was upon them, and their time was up. The air descended, the mist creeping forward. Rei could feel the wolf tensing itself for combat, though the emotion she could feel most was joy. For blood. That which it had been denied for centuries.

Rei heard the charge, the clattering of mailed and armor against the dirt and the stone. She could hear the clash of weapons, as they charged the wolf, it's fur sleek and glistening with anticipation. She opened her eyes, and it was a blur of motion, as the wolf leapt above their heads, it's elegant form beginning to glow with pure light, the shards of the shattered blade coming to meet it. She closed her eyes once more, knowing what would come. Even then, a searing flash burnt itself into her mind, the shouts and yells replaced by utter silence, the air now thick with the scent of seared flesh and charred metal.

Behind her, however, she could hear the whimpering of the broken man. “Y-you….w-what are you?”

The wolf's head snapped back with inhuman speed. “You...dare to question that which transcends you, your understanding and existance, your belief? Blasphemy, treason. Rebellion. That which must be punished.” It chuckled darkly, the sound emanating through the thick air.

“It is not your place to question that which is your superior. To ask – to think of it even, is insubordination, only this time, of the divine order. That which truly transcends you – your being, it's very soul and spirit. One must truly realise that to be what one is cannot be that which is another, and for that sole reason, thou art inferior, despite the form which I am burdened. Even then, to even witness, to gaze upon it, is to notice something which is far greater than even the limits of thy limited notice, thinking. It is impossible to comprehend for even the greatest of your mere mortal minds, and, amongst you, only those who have the favor, are allowed even the briefest of glimpses, for it is that which shall defeat you, that which scars and taints the mind with a feel of utter and complete power, which mortal men are thus corrupted. It is thus that only those who comprehend, fully, the extent and understanding of it are permitted it, and thus so, those who stand greatest amongst the natural order see that which must exist.”

It began to circle the man, who, despite the injuries, began to fade. The wolf turned to leave, and despite Rei's futile resistance, her body followed.

“Then again, it has been far too long since I last glimpsed the world. Change, I believe, shall be upon the world of men.”



#Ability Overview

##Overview

Rei and Kami are a duo who work best as a source of AP DPS. Kami is able to use her vast mobility and survivability as she kites and plays in a slippery fashion around the enemy team. Capable of inflicting terrible, terrible damage, Kami should be microed in a way that allows her to make best use of her Divine Artifact – Arc, permitting her to wreak havoc through the enemy team with her potent on-hit effects and magic damage dealing auto-attacks.

Rei's Passive is By Divine Will. This creates a link between Rei and Kami, permitting Kami her abilities and Divine Forms. If the link is ever broken, Kami loses access to her Divine abilities. Rei can also be picked up by Kami, gaining them a movement speed buff but disabling the ability to autoattack or cast spells. Kami also passively ignores unit collision

Kami's Q is Divine Artifact – Windrunner, which Kami can use to throw a set of Divine Shackles at an enemy, dealing damage and creating a link. During this time, target enemy must remain at the distance from which they were hit with Divine Shackles. In addition, this also causes Kami to gain attack speed and deal additional magic damage on-hit when striking this target.

Kami's W is Divine Artifact – Arc, which passively causes Kami's autoattacks to deal magic damage, gain range, linger briefly at target location, and deal reduced true damage and restore energy on return. When toggled, it fragments the blade, causing each fragment to deal a percentage of the original damage and apply on-hit effects separately.

Kami's E is Divine Artifact – Seeker, which causes Kami to send Rei's spirit after the nearest enemy champiion and marks them. If the mark is procced, they are dealt magic damage based on their missing health and are feared briefly.

Kami's R is Divine Form, which grants access to Kami's Divine Form ability.

Kami's RQ is Divine Will – Bound, which causes Kami to leap towards a target location. If Divine Artifact – Arc is in flight, it will fly to her starting location before returning to her. Hitting an enemy reduces the cooldown.

Kami's RW is Divine Will – Slash, which is a vector targeted line, that after a short delay, deals true damage to all units hit.

Kami's RE is Divine Will – Blessing, which passively grants a stack of Divine Blessing upon landing three consecutive hits on an enemy champion or monster. Divine Blessing grants flat damage reduction per stack. This can be activated to turn untargetable for a brief duration, dependent on stacks of Divine Blessing. When the untargetability ends, Kami gains a shield.

Kami's RR is Divine Will – Mortal Form, which reverts Kami to her Mortal Form abilies.

Rei is accompanied by her wolf, Kami, the manifestation of an ancient spirit on Runeterra. As her anchor here, Kami must keep Rei close by, lest she lose the source of his power. Despite this, Rei is unable to be harmed directly while Kami is linked to her. However, if the link is broken, Rei also becomes vulnerable to direct attack. (In this case Kami and Rei share a health bar). The death of one will lead to the death of the other.

Kami can right-click Rei (250 range) in order to pick her up and place her on his back. While Kami is carrying Rei, Kami gains an additional 50 (+3 per level) movement speed. Kami can place Rei down by using Alt+Right-click to select a location. Kami can not use Divine-Form abilities or autoattack while carrying Rei. Similarly, if the Spirit Bond is ever broken, Kami loses access to any Divine Artifacts, Divine Forms and their relevant effects.

Kami also ignores unit collision.

Kami may activate this ability to launch Divine Shackles, which deal 40/60/80/100/120/140 (+0.3 AP) to the first target hit. Divine Shackles also keeps the target in a radius around where they were hit for 1.5/1.8/2.1/2.4/2.7/3 seconds.

Attacks against shackled targets gain an additional 30/40/50/60/70/80% attack speed.

Passive: Modifies Kami’s basic attacks to gain 450 range, deal 100% base AD (+0.9 bonus AD) (+0.6 AP) magic damage, and fly 150 units past the target before causing the blade to return to Kami after 0.25 seconds. Enemies struck more than once take only 33% damage, but as true damage every time they are hit and restore 5 energy.

Projectile Speed: 2000

Toggle: Kami fragments the Arc Blade into it's 4 component shards. Each shard deals 25/28/31/34/37/40% damage, gains 5/7/9/11/13/15 on-hit magic damage and applies other on-hit effects at 40% strength.

  • Divine Artifact - Arc tracks the Blade's final location - not it's target.
  • Divine Artifact - Arc will apply on-hit and spell effects.
  • Kami may have multiple Divine Artifact - Arc active on the field at once.
  • The first hit of Divine Artifact - Arc will strike only the intended target. The returning strike will damage all enemies hit.
  • The toggle can apply the passive - the fragments will gather before returning to Kami.
  • For the effects of abilities like Fervor, each fragment counts separately as an instance of damage. However, each volley of Shards only count as a single autoattack. This means that Kami can gain up to 4 stacks of Fervor of Battle when hitting a single enemy, but only 1 stack for Guinsoo's Rageblade.
  • Runaan's Hurricane will fire blades that apply the first hit, but will not return to Kami.

Active: Kami consumes all of her Divine Blessing to invoke her divine form for 0.5 seconds (+0.5 seconds per stack of Divine Blessing), rendering her untargetable for the duration. At the end of the untargetability, Kami also gains a shield for 20 (+10 per level) (+0.4 AP) for 5 seconds. The shield’s strength is increased by 33% per stack of Divine Blessing consumed.

#Closing Thoughts

Rei and Kami was one of my older concepts, and there have been a lot of influences as a result. The two biggest influences on their creation are Shen's spirit sword, as well as the video game series Okami. In particular, I felt that Shen didn't fully encompass the idea of a spirit sword wielder, and, as a result, set out to create a champion who could fully step into that thematic. In particular, I wanted to create a sort of AP DPS, but also one that encouraged interaction with the enemy, unlike Azir. After many months (and many, many scrapped abilities) I would like to present Rei and Kami,

Stand back, I'm a certified hater!

I'm trying and failing to parse the passive. I THINK it means that despite being a pet champion, the two need to stay close to each other? It doesn't make too much sense to me, and I've read through it multiple times. The switching pronouns (Kami is a he in the passive and a she elsewhere) doesn't help either. I highly suggest you keep the fluff-based details out of the description and just state the raw mechanical effects. From what I can discern, once you get beyond the whole "lose abilities if you wander too far" deal, the passive is just ignore unit collision + mount up, which is pretty neat honestly.

As an overarching thing, you REALLY don't need three passives on everything. It's a lot of ambient power for no opportunity cost, especially with the E passive. In addition, I thought we learned from regonas that overusing the words "in addition" is a bad thing. Unlike his stuff, everything that follows "in addition" is actually essential, so just cut those words since they're useless and give no additional meaning.

I need to address the W out of order because the way it changes your autoattack is completely insane. You can ignore the rest of the kit right there and you'd be perfect with just the W passive due to how it's effectively a 50% extra true damage on all your autoattacks. The mixed scaling there doesn't help matters either - as soon as you get the core items you've mentioned, your damage hits horrifying levels due to how fast you're able to attack and stack the true damage on stationary targets, shredding both squishy and tank alike with way too much efficiency. The W active is kinda wonky, but wholly unnecessary given the sheer power of the W passive.

The Q just exacerbates the problem with the W. You're already one of the chosen few able to use Nashor's Tooth without being reported for assisting the enemy team, why do you need EVEN MORE attack speed? The active itself is pretty neat, admittedly, but the passive boost is over the top.

I really don't like how the E gives energy just for moving around. All other energy-based champions have to engage in combat to speed up energy regeneration. You...just run around. Not even in-combat movement or movement after hitting a champion, just any movement. At that point, you're effectively resourceless. Also, while it has a range of 3000, I don't even know how you can use the E at that range - the Spirit Bond thing isn't well-defined in its range, so wouldn't the E turn off while you're that far from Kami? The active is just fine, I'm just confused at that interaction.

As for the alt-abilities...

They're all relatively inoffensive and work just fine. I don't know why you need arbitrary true damage on the W, though, given that your autoattacks are already shredding stupid amounts of health anyways.

I think this is another victim of your tendency to create very large, complicated concepts, what with having passives everywhere, a strangely-defined regular passive, and juggling two sets of abilities. Beyond the insane W damage, it's not too bad - mobile AP autoattacker with a pet that can be used for nuking, with a neat maiden-and-wolf theme that definitely shows off the Okami inspiration without directly cribbing it. I'd recommend trimming away the passives entirely and integrating them into the base abilities, if you keep them at all - they bloat the kit and add way too much power. Turning the W active, for instance, from a relatively unexciting volley into the horrific boomerang shred of death would go a long way in regulating its power while making it still exciting.

I don't personnaly like to read all this, but I just want to say that it's so amazing to see how people are creative, I mean, approximatively 50% of the communauty have their own personal concept for a new champion, but you know it will never be in the game, so you share your ideas, like me, I have my own champion concept, his name is Pickeho. Over all, I think you really want this champion to be in the game, thats amazing to see how hard you worked for that.[slayer-jinx-wink]

Hey there, review time!

Passive - If I understand this correctly, you control Kami and have to manage Rei's location. I kinda get the mental image of her being like a rag doll :p Strange though, considering the champion is called Rei, not Kami.

The passive itself feels like an artificial stop on Kami being able to function, but considering how ridiculously long the connection range is, the only time I can picture Rei being left behind is in Kami needs to suddenly get somewhere quickly and can't return to pick her up, and then has to AGAIN go somewhere else before he can grab her. It mostly just offers a headache for Rei's player to manage and doesn't really offer the enemy team much in the way of gameplay options since it's more up to Rei mismanaging her location than her enemy abusing her.

Q - I don't really like this effect, it reminds me of Odin's ultimate from Smite, which is strongly derided because it forces enemies to play by his rules rather than theirs. Unlike Jarvan's ultimate you can't even dash out of it. It being a skillshot is a bit better, and it doesn't do much in the way of damage by itself.

W - Wow. The sheer damage this gives Kami is insane, as not only does it wholly convert Kami's damage to magic (this is a problem because anti-attack itemization is all armor-based for understandable reasons), it also gives her strong true damage. Late game she's going to be shredding absolutely everyone with just her attacks, her the W active just makes it stronger.

E - Nothing too fancy. It's a situational 3-hit execute and fear. Nice to see more champs having a fear. I kinda dislike the self-active since it essentially removes Rei as a hindrance to Kami and he doesn't really need the E to kill people thanks to his W.

Moving onto the next set, I'm going to be more brief, but my biggest issue with Kami's two skillsets is that they somewhat encourage different builds. Kami's artifact set is largely ranged combat (except for the E, if I read it right) with basic attacks, but Kami's divine form skillset are mostly close-range bruiser abilities. I would picture people building attack speed, on-hit, and some AP for the first, and maxing cdr and durability items to abuse the W active for the second.

In general, Kami's a neat design, but I feel if you wanted to capture the feel of a divine beast you could have just had the ultimate briefly empower him, more like what Shyvana's ultimate does. Kami as-is is somewhat overdesigned.

If I haven't turned you off after my less than glowing review of Rei/Kami, could you please take some time to review Xifeng? :)

Hey! Thank you for the review on Kilbracht! I have no idea why I am being so obnoxious with defending all of his abilities, normally I am not, but, what ever. To your concept!

To start, I am kind of confused, do you control Kami and Rei separately and have to keep them within a certain range, or they follow one another and stay within a certain range like Kindred? I have one worry with Kami being able to pick up Rei: One; it makes it difficult for newer players to understand as if they misclick it, and don't know how to dismount, they will have a problem, and at level 18, you gain 104 movement speed from it; not counting boots she gets nearly 440 movement speed, not decreasing when in combat, and 385, basically free boots, at level one. This is before anything like MS quints or basic boots comes into the picture. I like that Kami ignores unit collision, but she could be impossible to chase with the high movement speed buff granted by mounting, and yes, you do lose access to abilities, but none of her abilities are useful for escaping as it is, so she mounts, and becomes a transformed nidalee/riven without dashes but significantly more more movement speed.

Q: Having this scale up is worrisome to me. If they get shackled, they are more or less, to put it lightly, fucked. There are some abilities you cannot dodge in that 400 unit radius, and some that become incredibly difficult. Even at level 1, the utility this ability provides is insane, even for it's low damage; the rest of her kit does enough damage to make up for it's lack, easily. To keep someone in a locked area for three seconds, is basically a big middle finger to anyone that isn't Orianna, or have teleports(So, Zed could get out flash could get you out, but there isn't much else--if anything else.

W: The passive on this is very powerful. Might want to make it scale up to that AP/AD scaling, and not just give them that for leveling the ability once, on top of providing a chance at true damage and energy restoration. In total, the active makes her autos deal 160% damage, with additional on hit damage, although I do really like the way you work around over loading this with reduced effects on other on-hit effects, but honestly, if you keep energy regen going during this, you can just briefly back off after autos and they effectively have no cost in lane. Really only a factor in team fights.

**E: **Nothing much to say here, but giving a blink-mount for the massive movement speed buff seems a bit more then slightly dangerous to me.

RQ: Solid, I like it, encourages fast paced play.

RW: That is an insane amount of true damage to put on a 4 second cooldown. Yes there is a delay for reaction, but if any source of CC hits someone trying to get out of this, say, with just your core completed, and say, level 12, it is 96(10+60(12x5)+26(130 x .2)+8% of a target's max health as true damage, while it's scaling is low, it gets to over 100 true damage before the max health damage comes into the picture, and we all know how much the community loves true damage.

RE: I don't like the idea of gaining untargetability while still being able to use abilties. Fizz sacrifices all but the second activation of his E, Elise loses access to everything but it's descent, and Hourglass cuts off everything for it's duration. It would not be hard to get to full stacks, and once you do, you have an ability that is a Kayle ult that could be available before level six, and it better until late game. At three attacks you 2 second of time where you can cast abilities and not receive any return damage, that could be used at level one. Careful. This utility combined with her basic Q's, and we have the next damage dealing tank to us to replace Ekko, Fizz, and Yasuo.

Overall: I like the concept, I like idea, I like the effort, but some things are over-tuned and has too much utility put into the kit for it's damage.
