Heres a thought, what if there was... lets say a week, where players could create their own custom champions or skins, and then have there be sort of a vote or something where people can pick their favorite and the top 3 or something get sent out and made balanced or whatever and have them become actual in-game champs/skins?

I believe he/she means that, but in addition that the top-voted ones are made actual champions. Sort of like a CCOS where the champion (or skin) winners actually become real.
The Dreamwalker1 votesHmm, that would be fun, but Riot sort of promised that long ago with the "Refer-A-Friend" thing, but they canned it before anyone invited the required amount of friends. Also, there are actually lots of champions that hold aspects of concepts from these boards.
Ex. I made a Duo champion idea (they were individual champions) with similar powers to that of Xayah and sort of like Rakan. Now, here we are 9-10 months after I published that idea.
