How to customize champ skins with mods

Any mods out there to change champ skins in-game? i really wanted championship shyvanna but gay Riot thinks it's a good idea to give skins value, real skin value is personal not a commodity, fuck u riot, as an alternative is there a way to create my own skin for shyvanna or other champ?
