Because if yes, that is literally Zoe. Zoe is based on trickster gods, the mask is based on Loki, who, you guessed it, is a trickster god. He has powers resembling classical cartoons, people were saying that Zoe looks more cartoonish than the other champs of the game.
This was an intended design decision. Zoe was supposed to look cartoonish and misplaced, like she is from another world. The mask shares that, he seems out of place, he is a cartoon figure in the real world.
And last but not least, the childish attitude they share with each other.
